REGULAR MEETING OF THE COMMON COUNCIL
Monday, January 13, 2014 - MINUTES
Meeting called to order by Mayor Burchill in the Council Chambers of City Hall at 7:00 p.m.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt, and Rich Vanselow.
CONSENT AGENDA: Morrissette requested the Operator’s Licenses be removed from the consent agenda. MOTION by Morrissette, second by Yacoub to approve the following consent agenda items: Approve the Regular Meeting minutes of December 16, 2013.
Payment of the following claims: $289,345.68 for payables and $348,121.34 for payroll, for a total of $637,467.02.
Approve the renewal application for Secondhand Jewelry Dealer and Secondhand Article Dealer’s Licenses for Nathan Turnquist/Northcountry Gold & Silver and JaSha Diekmann-Smith for the period January 14, 2014 through December 31, 2014.
Approve the appointment of Marian Webber and Heidi Leeson as Democratic Election Inspectors, contingent on approval from the Democratic Party, for the January 1, 2014 through December 31, 2015 term, and that they may also serve as Special Registration Deputies or Special Voting Deputies, at the Christian Community Home or Community Based Residential Facilities after training has been successfully completed.
Place on file the Hudson-North Hudson Community Access Board Minutes of December 10, 2013; the Public Works Committee Minutes of January 7, 2014; the Annual Report of the Fire Inspector/Compliance Officer; and the Quarterly Investment Report.
Roll call vote taken: All ayes (6). MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to approve the issuance of four Regular Operator’s License to: Darrick J. Fox, Sierra Kavina, Blake Amborn, and Stuart Burns. All ayes (5-Morrissette recused himself) MOTION CARRIED.
MOTION by Yacoub, second by TeWinkel to approve the base bid plus alternate 1 from Minger Construction Inc. in the amount of $271,219.60. MOTION AMENDED by Yacoub and TeWinkel, to add a 5% contingency amount (and increase appropriations by $40,000). All ayes (6) MOTION CARRIED.
MOTION by Vanselow, second by Yacoub to allow the (PassPort) meter payment option stickers to stay on 35 meters in the Phipps Lot (at the $.15 transaction rate) until March. All ayes (6) MOTION CARRIED.
MOTION by Morrissette, second by Hoggatt to increase the Phipps Center for the Arts subsidy to $2,000.00 for 2014. Ayes (2-Morrissette and Hoggatt) Noes (4) MOTION FAILED.
MOTION by Yacoub, second by TeWinkel to approve the Room Tax Community Subsidies as proposed (by Mayor Burchill) for 2014. All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to approve the 2014 Animal Humane Society contract without the trapping and spay/neuter program items. All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by TeWinkel to approve the installation of a street light on the west side of Carmichael Road by the Middle School south crosswalk. All ayes (6) MOTION CARRIED.
MOTION by Bernard, second by TeWinkel to approve the installation of two streetlights on Industrial Street, (mid-block between Mayer Road and Hanley Road). All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to approve the camera system(s) for $100,000.00. Ayes (5) Noes (1-Bernard) MOTION CARRIED.
MOTION by Yacoub, second by TeWinkel to approve the street improvement and construction projects for 2014, recommended by the Public Works Committee, and to go out for bids on them. All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to approve the agreement for professional services work order (in the amount of $93,800.00; mileage will be a reimbursable expense estimated at $1,200.00) All ayes (6) MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to suspend the rules toward adoption of Resolution 1-14. Roll call vote, all ayes (6), MOTION CARRIED. MOTION by Yacoub, second by Vanselow to adopt: Resolution 1-14. Disallowance of Claim of Gary Edholm and Cheryl Edholm. (Copy on file in Clerk’s office) All ayes (6), MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to suspend the rules toward adoption of Resolution 2-14. Roll call vote, all ayes (6), MOTION CARRIED. MOTION by Yacoub, second by Hoggatt to adopt: Resolution 2-14
Petition to Government Accountability Board to use paper ballots for February 18, 2014 Election (Copy on file in Clerk’s office) All ayes (6), MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to adjourn the meeting. All ayes (6) MOTION CARRIED at 7:40 p.m.
