REGULAR MEETING OF THE COMMON COUNCIL
Monday, November 18, 2013 - MINUTES
Meeting called to order by Mayor Burchill in the Council Chambers of City Hall at 6:50 p.m.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt, and Rich Vanselow.
PUBLIC HEARING: Mayor Burchill announced the purpose of the hearing was to hear public comment in regard to the request by Richard and Janet Stout to rezone 483 Stageline Road from R-1, One-Family Residential District to RM-1, Multiple Family Residential. MOTION by Bernard, second by Yacoub to close the public hearing. All ayes (6) MOTION CARRIED.
PUBLIC HEARING: Mayor Burchill announced the purpose of the hearing was to hear public comment in regard to the request by Timothy and Betty Caruso to rezone 811 First Street from R-2, Two-Family Residential District to OFC, Office District and to amend the city of Hudson comprehensive plan to change the 2030 Master Plan Map land use designation from Single and Two Family Residential to Neighborhood Commercial. MOTION by Yacoub, second by Hoggatt to close the public hearing. All ayes (6) MOTION CARRIED.
PUBLIC HEARING: Mayor Burchill stated the purpose of hearing was to hear from interested parties concerning the proposed 2014 Budget for municipal operations of the City of Hudson. MOTION by Yacoub, second by Hoggatt to close the public hearing. All ayes (6) MOTION CARRIED.
MOTION by Morrissette, second by Bernard to approve the following CONSENT AGENDA ITEMS:
The Regular Meeting minutes of November 4, 2013.
Payment of the following claims $1,112,186.37 for payables, and
$216,930.04 for payroll for a total of $1,329,116.41.
Issuance of Regular Operator Licenses for the period 11/19/13 to 6/30/15, to: Tamara M. Boone, Jake Franks, Blake Gilderhus. And approve Temporary Operator’s licenses to be used December 22, 2013 at the Hudson Hockey Association Alumni Hockey Games to Brooks Lockwood and Francis McLellan III. Deny an Operator’s License to Matthew James Smith.
Approve the installation of pedestrian crossing signs on Grandview Drive at Stonepine Avenue.
Approve a Temporary Class “B” (Beer) and Temporary “Class B” (wine) license for the Hudson Hockey Association Alumni Event on December 22, 2013.
Approve an increase in municipal court costs from $28.00 to $38.00 for all violations on both traffic and non-traffic offenses.
Approve the Post-Issuance Compliance Procedure and Policy for Tax-Exempt Governmental Bonds dated November 18, 2013.
Place on file the EMS Commission Minutes of November 13, 2013, the October 2013 Finance Officer Report, the Quarterly Report of the Utility Director, and the Utility Commission minutes of November 12, 2013.
Roll call vote taken, all ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Bernard to suspend the rules toward adoption of Ordinance 10-13. Roll call vote taken, all ayes (6) MOTION CARRIED. MOTION by Yacoub, second by TeWinkel to adopt: Ordinance 10-13 An Ordinance rezoning territory in the City of Hudson, WI – 483 Stageline Road (Copy on file in Clerk’s office) All ayes (6) MOTION CARRIED.
MOTION by Hoggatt, second by Bernard to suspend the rules toward adoption of Ordinance 11-13. Roll call vote, all ayes (6), MOTION CARRIED. MOTION by Yacoub, second by TeWinkel to adopt: Ordinance 11-13 An Ordinance rezoning territory in the City of Hudson, WI at 811 First Street and to amend the City of Hudson Comprehensive Plan 2030 Master Plan Map land use designation (Copy on file in Clerk’s office)
All ayes (6) MOTION CARRIED.
MOTION by Vanselow, second by Morrissette to approve a fourteen cent per hour increase for full time paramedics. Voting on the motion was taken by a show of hands: Ayes (3-Vanselow, Morrissette, and Hoggatt) Noes (3-Yacoub, Bernard, and TeWinkel) Mayor Burchill broke the tie by voting no. MOTION FAILED.
MOTION by Yacoub, second by Hoggatt to approve the program (for Farm, Feral & Stray to launch the trap, neuter, and Release program in the city). MOTION WITHDRAWN by Yacoub and Hoggatt. MOTION by Yacoub, second by Hoggatt to send the topic back to the Public Safety Committee after the City Attorney has drafted an agreement regarding creation of a feral cat program. All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by TeWinkel to approve expansion of using the Passport Parking LLC to all parking meters. If approved it could be implemented in January 2014, after the holidays. All ayes (6) MOTION CARRIED.
MOTION by Morrissette, second by Hoggatt to suspend the rules toward adoption of Ordinance 8-13. Roll call vote, all ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to adopt: Ordinance 8-13 Regarding appropriating the necessary funds for the operation of the Government and Administration of the City of Hudson for 2014. (Copy on file in Clerk’s office) Ayes (5) Noes (1-Bernard) MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to suspend the rules toward adoption of Ordinance 9-13. Roll call vote, all ayes (6), MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to adopt: Ordinance 9-13 Regarding amending Hudson City Code Section 99-1 to update Definitions in the Chapter regarding the keeping and licensing of chickens. (Copy on file in Clerk’s office). Ayes (5) Noes (1-Bernard) MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to approve the authorization of 2-hour free parking at downtown parking meters from 5:00 p.m. on Wednesday, November 27, 2013 until 8:00 a.m. on Thursday, January 2, 2014.
All ayes (6) MOTION CARRIED.
Mayor Burchill called attention to a recent newspaper article regarding the City’s payment of a fee that was being made to other area libraries. He requested citizens contact their County Board Supervisor about the situation.
MOTION by Yacoub, second by Bernard to adjourn the meeting. All ayes (6) MOTION CARRIED at 8:25 p.m.
