REGULAR MEETING OF THE COMMON COUNCIL
Monday, November 4, 2013 - MINUTES
Meeting called to order by Council President Rich Vanselow in the Council Chambers of City Hall at 6:30 p.m.
PRESENT: Alderpersons Randy Morrissette, Lori Bernard and Mary Yacoub, John Hoggatt, and Rich Vanselow. (Kurt TeWinkel was present after appointment as Alderperson for District 4.)
PUBLIC HEARING: Council President Vanselow announced a public hearing was being held regarding Ordinance 7-13 to hear from persons interested, or their agents or attorneys, regarding the proposed amendment to Chapter 99 of Hudson Municipal Code to allow the keeping and maintaining of chickens. MOTION by Yacoub, second by Hoggatt to close the public hearing. All ayes (6) MOTION CARRIED.
CONSENT AGENDA ITEMS: MOTION by Morrissette, second by Yacoub to approve the following consent agenda items:
The Regular Meeting minutes of October 21, 2013.
Payment of claims in the amount of $472,583.36 for payables and payroll.
Issuance of Regular Operator Licenses for the period 11/5/13 to 6/30/15 to Jena Christensen, Hannah Kalmon, Ashleigh Schroetter, and Alden White.
Approve the “Krome ‘N Kandy” car show event in Lakefront Park on August 1 and 2, 2014 and to approve the event as a Community Event.
Approve the use of satellite office space for the Police Department at the Middle School. Place on file the Hudson/North Hudson Community Access Board Minutes from the meeting of October 22, 2013 and the quarterly report of the City Clerk.
Roll call vote taken, all ayes (6) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to reject the bids (that were received) and to rebid the (Buckeye Storm Sewer) project with a completion date of November 2014. All ayes (6) MOTION CARRIED.
MOTION by Morrisette, second by Hoggatt to accept the bid from Zappa Brothers in the amount of $42,162.75 for the 2013 Sidewalk, Curb, & Gutter Program. All ayes (6) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to approve the EMS Commission’s recommendation to increase the EMS Chief’s salary, beginning October 21, 2013, by 5%. All ayes (6) MOTION CARRIED.
MOTION to approve the sanitary sewer system needs assessments study from Foth Engineering, in the Carmichael Road and Vine Street area, for an estimated amount of not to exceed $10,500. Discussion included that there may be some study overlap between the storm sewer system in the same area and would hopefully mean some cost savings. All ayes (6) MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to approve the storm sewer system needs assessment (not to exceed $18,600). All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Morrissette to adopt: Ordinance 7-13 To amend Chapter 99 of the Hudson City Code to Create Section 99-21 Chickens (Copy on file in Clerk’s office)
Morrissette “called the question” (to close debate), second by Hoggatt. Ayes (5), Noes (1-Yacoub) CARRIED.
A vote on the Ordinance adoption motion was taken. Ayes (4), Noes (2-Vanselow and Bernard) MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to adjourn the meeting. MOTION CARRIED at 7:31 p.m.
