REGULAR MEETING OF THE COMMON COUNCIL
Monday, January 27, 2014 - MINUTES
Meeting called to order by Mayor Burchill in the Council Chambers of City Hall at 7:05 p.m.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt, and Rich Vanselow.
CONSENT AGENDA: MOTION by Vanselow, second by Yacoub to approve the following consent agenda items:
The Regular Meeting minutes of January 13, 2014.
Payment of the following claims: $2,256,481.92 for payables and $154,766.05 for payroll for a total of $2,411,247.97.
Issuance of regular operators licenses for the period January 28, 2014 to June 30, 2015 to Sarah Heinecke, Gary Maier, Merritt Stigen, and Sara Stoltz.
Approve the 8th Annual St. Croix Animal Friends Dog Walk in Lakefront Park on Saturday, June 14, 2014.
Approve the Celebrate Difference 5K Run/Walk on Saturday, April 5, 2014 beginning and ending at Willow River Elementary School.
Place on file the monthly financial report from the Finance Officer and the Quarterly report from the Police Department.
Roll call vote taken: All ayes (6). MOTION CARRIED.
MOTION by Yacoub, second by Morrissette to approve filling the patrol officer position (that will become vacant due to a retirement on January 31, 2014). All ayes (6) MOTION CARRIED.
MOTION by Hoggatt, second by Vanselow to approve Change Order #3 (in the amount of $39,014.20 with funding to come from FEMA and the 2013 storm special revenue fund.) Ayes (5), Noes (1-Bernard) MOTION CARRIED.
MOTION by Vanselow, second by TeWinkel to approve the bid from Federal Insurance/Chubb for all types of municipal property insurance coverage for the 3/15/14 to 3/15/15 policy period. MOTION AMENDED to include approval to withdraw from the Local Government Property Insurance Fund. All ayes (6) MOTION CARRIED.
MOTION by Morrissette, second by Hoggatt to approve the 2013 budget amendment as presented. All ayes (6) MOTION CARRIED.
MOTION by Vanselow, second by Morrissette to block off corner areas, on certain streets (in the E.P. Rock School neighborhood), with no parking signs and to have the Police Chief and Fire Personnel decide which areas should be included (during the Hot Air Affair events). All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to forward the petition for annexation from Double Play Investments, LLC and Rock Island Land Company to the plan commission and city staff for review. All ayes (6) MOTION CARRIED.
MOTION by Hoggatt, second by Yacoub to adjourn the meeting. All ayes (6) MOTION CARRIED at 7:30 p.m.
