REGULAR MEETING OF THE COMMON COUNCIL
Monday, April 7, 2014 - MINUTES
Meeting called to order by Mayor Burchill in the Council Chambers of City Hall at 6:50 p.m.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, and Rich Vanselow.
EXCUSED: John Hoggatt.
CONSENT AGENDA ITEMS: MOTION by Bernard, second by Yacoub to approve the following consent agenda items:
• The Regular minutes of March 24, 2014 and Special Common Council meeting minutes of March 31, 2014.
• Payment of the following claims: $302,210.83 for payables and $213,631.98 for payroll for a total of $515,842.81.
• Issuance of three Regular Operator’s Licenses for the period April 8, 2014 to June 30, 2015 to Eliot Motu, Carrie Wick, and Alexandra Swanson.
• Approve the issuance of six Regular Operator’s licenses for the period July 1, 2014 to June 30, 2016 to Sarah Bruch, Dana Okerlund, Kevin Nelson, James Worley, Mykel Eickstadt, and Brandon Clark.
• Approve the issuance of one Temporary Operator’s License for July 3-5 2014 to John Herink.
• Approve a budgetary transfer of $1,300.00 from the Contingency/Short-term Capital account group to the Clerk/Treasurer account group to cover the cost of a replacement computer and required peripherals for the Receptionist.
• Approve a Temporary Class “B” (beer) and “Class B” (wine) license for the Hudson Boosters, Inc. for July 3-5, 2014 for the Hudson Boosters Days event.
• Approve the lease agreement between the City of Hudson and the Hudson Boosters for the storage building located at 6 St. Croix Street for a three year period from May 1, 2014 to April 30, 2017, as presented.
• Approve the continuance of the conditional use permit for a fuel station at 1611 Maxwell Drive with a limit of four fuel pumps and conformance with State and Federal requirements.
• Place on file the EMS Commission meeting minutes of March 25, 2014.Roll call vote taken, all ayes (5) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to approve preparing a draft contract for Tom Syfko for the position of a part-time contracted engineer. All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to adopt: Ordinance 3-14 in regard to breweries, brewpubs, wineries, manufacturers (distilleries) in the B-3, central business district, B-2, general business district, I-1, light industrial district and the I-2, general industrial district.
All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to reconsider prior action on the Passport Parking Meter System. All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Bernard to postpone action on approving an agreement with Passport Parking until the April 21, 2014 Council meeting. All ayes (5) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to approve the appointment of Erin Rabideaux to the Hudson/North Hudson Community Access Board to serve out the remaining term ending April 30, 2014. All ayes (5) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to adjourn the meeting. All ayes (5) MOTION CARRIED at 7:35 p.m.
