REGULAR MEETING OF THE COMMON COUNCIL
Monday, July 1, 2013 - MINUTES
Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m.; he led those present in the pledge of allegiance.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt and Rich Vanselow.
MOTION by Vanselow, second by Bernard to approve the following consent agenda items:
The Regular Meeting minutes of June 17, 2013 and Special Meeting minutes of June 24, 2013.
Payment of the following claims: $259,969.26 for payables and $200,221.19 for payroll for a total of $460,190.45.
Issuance of Regular Operator Licenses for the period 7/02/13 to 6/30/15, contingent on payment of any outstanding debt that is owed to the City, to the following: Craig Schumacher, Baldwin, WI; Trisha Kramer, Chisago City, MN; Derek Clevenger, Cottage Grove, MN; Daniel Rubin, Hastings, MN; Brandon Dunlop, Houlton, WI; and Kelsey Anderson, Lynda Anderson, James Anderson, Kathryn Buege, Sean Boesel, Genie K. Castro, Shawn Gary, Dustin Hinkel, Thomas Mathewson, Donald Strachota, Carol Trainor, James Trainor, and Reilin Weber – all Hudson, WI; Michelle Kovacs, Lonsdale, MN; Emily Leuer, Somerset, WI; Ricke Hassler, Thomas Heinecke and Clarence Minke, New Richmond, WI; Alyssa Edwards, Mary Field, Jazmin Goire, Alysson Golding, Jessie O’Malley, Melissa Reichert and Heather Strachota, River Falls, WI; Tiffany Simmons and Daniel J. The request to barricade Walnut Street between First and Second Street on Saturday, August 10, 2013 from 9:00 a.m. to 3:00 p.m. for the Vintage British Car Show (Brittfest 2013).
The request to close Second Street between Myrtle Street and Coulee Road on Wednesday, September 25, 2013 at 4:00 p.m. for the Hudson High School Homecoming Parade.
Approve using a pilot program with Passport Parking LLC for parking meter software to be tested in the Phipps Parking Lot until October 1, 2013.
The extension of the billing agreement with EMS Medical Billing Associates, LLC, as indicated on Addendum A (on file in the Clerk’s office) through 3/31/2014.
Issuance of an Amusement Device Owner’s License to Andrew Joseph Schmitz d/b/a Superior Vending LLC, and permits for 12 amusement device machines located at Ellie’s on Main in Hudson.
Authorize Stephen Tornio to erect a fence at 74 Springhill Bay within a utility easement area, contingent on execution and recording of an Easement Agreement.
Accept the Petition for Direct annexation from Alan Griesbach, 483 Stageline Road, (regarding 3.88 acres located in the Town of Hudson) for future consideration and referral to the Plan Commission, City Attorney, and City Staff for review.
Schedule a public hearing for 6:55 p.m. on Monday, July 15, 2013 regarding the application of Magena SMV Transport and Taxi Services LLC for a taxicab service license.
Authorize A-1 Archery to discharge bows at its property at 1810 Webster Street on Wednesday, July 10, 2013 from 3:00 p.m. to 7:00 p.m. for “The Brotherhood Bus Tour 2013” event.
Place on file the semi-annual report of the Compliance Officer and the June 26, 2013 minutes of the St. Croix E.M.S. Commission and the June 25, 2013 minutes of the Hudson/North Hudson Community Access Board. Roll call vote taken, all ayes (6) MOTION CARRIED.
Public Works and Parks Director Tom Zeuli provided an update on the storm cleanup efforts. He noted the debris drop off area would be open until July 14th unless it was determined it needed to be open longer. Crews are doing limb removal, brush removal and chipping. Priority is being given to areas where safety is a concern. Discussion was held regarding the procedure for removing debris that has been left at the curbside; if the branches are not from boulevard trees, the property owner will be notified that the City will not pick up the debris. If the property owner does not take care of it within a reasonable length of time, they could be billed if the City crew needs to remove it.
Mayor Burchill read the proclamation regarding St. Croix River Awareness and Cleanup Week. He invited people to attend the St. Croix Riverfest events that are included as part of the celebration, and also invited everyone to attend the Hudson Booster Days events July 3-6, 2013 in Lakefront Park.
MOTION by Yacoub, second by Hoggatt to adjourn the meeting. All ayes (6) MOTION CARRIED at 7:15 p.m.
