REGULAR MEETING OF THE COMMON COUNCIL
Monday, August 19, 2013 - MINUTES
Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m.; he led those present in the pledge of allegiance.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, and Rich Vanselow.
EXCUSED: Alderperson John Hoggatt.
The 2013 Miss Hudson Court was introduced by Miss Hudson Coordinator Kelsey Robertson. She stated they appreciated the City supporting their program and the scholarships they receive. Mayor Burchill thanked them for their representation.
CONSENT AGENDA ITEMS: MOTION by Yacoub, second by TeWinkel to approve the following consent agenda items:
The Public Hearing minutes and Regular Meeting minutes of August 5, 2013.
Payment of the following claims: $116,024.45 for payables and $187,483.70 for payroll for a total of $303,508.15.
Issuance of Regular Operator Licenses for the period 8/20/13 to 6/30/15, contingent on payment of any outstanding debt that is owed to the City, to: Dylan Johnson, Albany, WI; Lannea Briggs, Hudson, WI; Kelsey Moe, Maplewood, MN; Alexander Johnson, River Falls, WI and Edwin Banks, Woodbury, MN.
Issuance of Temporary Operator’s Licenses to be used September 20-22, 2013 at the St. Patrick’s Parish Fall Fest to: Sally Kaiser and Roger Pelzel, Hudson, WI.
Approve the annual Hot Air Affair event to be held February 7, 8 and 9, 2014, as presented.
Issuance of a Temporary Class “B”/”Class B” Retailer’s License to St. Patrick’s Parish for the Fall Fest event on September 20-23, 2013 at 1500 Vine Street.
Place on file the quarterly reports of the Water Utility Director and Police Chief, the monthly report of the Finance Officer, and the August 13, 2013 minutes of the Public Utility Commission.
Roll call vote taken, all ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Morrissette to approve the Red Cedar Canyon Final Plat contingent on the execution of a Development Agreement by Hans Hagen Homes prior to recording of the plat. All ayes (5) MOTION CARRIED.
MOTION by Morrissette, second by TeWinkel to accept the bid (for an aluminum floating dock) from Brainerd Lakes Dock & Lift, LLC with options 3 and 4, in the amount of $19,605.00 with purchase contingent upon the receipt of insurance funds from the City’s property insurance carrier. All ayes (5) MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to approve the purchase of the natural gas generator (for City Hall) from B & B Electric for $57,580.00. All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to award the 2013 Street Maintenance Project to Fahrner Asphalt in the amount of $109,049.00. All ayes (5), MOTION CARRIED.
MOTION by Vanselow, second by TeWinkel to approve proceeding with the hiring process for the Public Works maintenance position. All ayes (5) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to approve proceeding with the recruitment process for the Parking Meter Attendant position. All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to approve the 2013-2014 contract (for the 2013-2014 Deer Management Program) with River Valley Deer Management, LLC. All ayes (5) MOTION CARRIED.
MOTION by Morrissette, second by Vanselow to suspend the rules toward adoption of Resolution No. 15-13. Roll call vote taken, All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to adopt RESOLUTION NO. 15-13, REQUESTING APPLICATION FOR EXEMPTION FROM COUNTY LIBRARY TAX (Copy on file in Clerk’s office). All ayes (5) MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to suspend the rules toward adoption of Resolution No. 16-13. Roll call vote taken, All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by Vanselow to adopt RESOLUTION NO. 16-13, APPROVING AN ALL HAZARDS MITIGATION PLAN FOR THE CITY OF HUDSON (Copy on file in Clerk’s office). All ayes (5) MOTION CARRIED.
MOTION by Yacoub, second by TeWinkel to adjourn the meeting. All ayes (5) MOTION CARRIED at 7:57 p.m.
