Joan Margaret Dillon, 83, of River Falls, formerly of St. Paul, died peacefully surrounded by her children Wednesday, July 30, 2009, at her residence following a short illness with cancer.

Joan was born on Nov. 8, 1925, in St. Paul, Minn., the daughter of Thomas and Juel (Hartigan) DuBoe.

Being raised in St. Paul, she attended Nativity Parochial School prior to graduating from Visitation High School. She furthered her education at St. Catherine's College with a degree in political science.

In 1949, she was united in marriage to Joseph E. Dillon (former mayor of St. Paul from 1954 to 1960).

She devoted much of her life to helping others with chemical dependency. Her career in counseling began in Baldwin, Wis., before working many rewarding years for Washington County's Human Health and Services Department.

Joan also took great pleasure volunteering with the Good News Group in Wausau, Wis., traveling to St. Lucia building homes and providing services to those less fortunate.

Being a devout Catholic, she volunteered over the years for St. Charles in Bayport and St. Mary's in Stillwater. She enjoyed traveling to such places as Ireland and the West Indies.

In addition to boating, she loved gardening, especially roses and petunias. Always behind the camera lens, she enjoyed photography of nature, particularly of the St. Croix River and the beautiful American eagles she loved.

Joan will live on in the hearts and minds of her children, Kathleen Dillon, Elizabeth (Allen) Makynen, Teresa (Walter) White, Julia Dillon, Thomas (Noreen) Dillon, Michael Dillon, Peg (Rod) Starke and Joseph Dillon Jr.; six grandchildren and two great grandchildren.

She was preceded in death by her parents; siblings, Thomas DuBoe and Peg Shannon; and grandchild, Michael White.

Mass of Christian Burial was at 11 a.m. Monday, Aug. 3, at St. Francis of Assisi Catholic Church in Lake St. Croix Beach.

Burial was in Calvary Cemetery in St. Paul.

Visitation was Saturday, Aug. 1, from 6 until 8 p.m. at the O'Connell Family Funeral Home in Hudson and one hour prior to the Mass at church Monday morning.
