A new federal report says Wisconsin's school reading standards are so low, students are shown to be achieving at grade levels without mastering the subject.

But state officials say that will change, because they're creating new standardized tests. The U.S. Education Department compared achievement levels on state tests with those on the National Assessment of Educational Progress.

Math scores in fourth and eighth grades were about the same on the state tests as they were on the national exam.

But the state reading results in both grades were listed as being below basic on the national exam, and in some instances, they showed a lack of even a partial mastery.
