1. President Stan Wekkin called the meeting to order at 7:04 p.m. Invocation read by Wekkin. Answering the call were Trustees Head, Klein, O’Brien-Berglund and Zappa. It was noted that Trustees Rode and Standafer were absent. A quorum was present and the meeting had been duly noticed. Also in attendance were the Village Attorney, Terry Dunst; Village Engineer, Kevin Oium; Police Chief, Mark Richert; Village Administrator, Gloria Troester; and Village Clerk, Melissa Luedke.
2. Motion (Zappa/O’Brien-Berglund) to approve the January 7, 2014 meeting minutes as presented. Motion carried.
3. No comments from the floor.
4. Motion (O’Brien-Berglund/Head) to approve Ordinance No. 01- 2014, amending Chapter 38 Fire Prevention and Protection, Section 38-8 Fire Pits, of the Village of North Hudson Municipal Code. Motion passed on a roll call vote of 5-0. Head-yes, Wekkin-yes, Zappa-yes, O’Brien-Berglund-yes, Klein-yes.
5. Motion (O’Brien-Berglund/Klein) to approve Ordinance 02-2014, amending Chapter 58, Section 58-2 Police Department, regarding the procedure for suspension, demotion or removal of the chief and officers by the Police Commission. Motion passed on a roll call vote of 5-0. Klein-yes, O’Brien-Berglund-yes, Zappa-yes, Wekkin-yes, Head-yes.
6. Motion (O’Brien-Berglund/Klein) to approve Ordinance 03-2014, amending Chapter 74, Section 74-1, Park and Beach Hours, as it relates to Ferry Landing Park hours of operation and public access to the park road. Motion passed on a roll call vote of 5-0. Head-yes, Wekkin-yes, Zappa-yes, O’Brien-Berglund-yes, Klein-yes.
7. Remarks from Wekkin and Luedke.
8. Plan Commission did not meet.
9. a. Motion (Zappa/Head) to amend the 2014 Annual Budget by using proceeds from the Public Works and Public Safety vehicle assigned fund accounts and increasing the Use of Available Funds revenue account by $39,228 and additionally increasing the Public Works Vehicles expense account by $4,228 and the Public Safety Vehicles expense account by $35,000. Motion passed on a roll call vote of 5-0. Klein-yes, O’Brien-Berglund-yes, Zappa-yes, Wekkin-yes, Head-yes.
b. Motion (Zappa/O’Brien-Berglund) to approve the December 2013 non-recurring claims of $24,821.93 and January 2014 non- recurring claims of $32,085.09, for claims totaling $56,907.02. Motion passed on a roll call vote of 5-0. Head-yes, Wekkin-yes, Zappa-yes, O’Brien-Berglund-yes, Klein-yes.
c. Motion (Zappa/O’Brien-Berglund) to approve the donation of the old copier to the Senior Center. Motion carried.
10. Public Works update from Klein.
11. Public Safety update from Zappa.
12. a. Public Welfare update from Head.
b. Motion (Head/Zappa) to approve the 2014 Animal Humane Society and Village of North Hudson Letter of Understanding for Impounding Services. Motion passed on a roll call vote of 5-0. Klein-yes, O’Brien-Berglund-yes, Zappa-yes, Wekkin-yes, Head-yes.
13. Park Board update from O\'Brien-Berglund.
14. Wekkin declared the meeting adjourned at 7:34 p.m.
