1. President Stan Wekkin called the meeting to order at 7:00 p.m. Invocation read by Wekkin. Answering the call were Trustees Anderson, Head, O’Brien-Berglund and Rode. A quorum was present and the meeting had been duly noticed. It was noted that Trustees Standafer and Zappa were absent. Also in attendance were the Village Attorney, Terry Dunst; Police Chief, Mark Richert; Public Works Director, Mark Ekblad; Village Administrator, Gloria Troester; and Village Clerk, Melissa Luedke.
2. Motion (O’Brien-Berglund/Head) to approve the March 25, 2014 regular board meeting minutes and April 15, 2014 re-org minutes as presented. Motion carried.
3. No comments from the floor.
4. Dedication of Photo in Remembrance of Wallace G. “Wally” Gregerson
5. Motion (O’Brien-Berglund/Head) to approve Resolution 2014-03 Allowing the Clerk, Deputy Clerk, or Special Registration Deputy to Conduct Election Day Registrations. Motion passed on a roll call vote of 5-0. Rode-yes, Head-yes, Wekkin-yes, O’Brien-Berglund-yes, Anderson-yes.
6. Motion (O’Brien-Berglund/Anderson) to authorize traffic restriction on Webster St N from Lemon St N to Helen St N AND Helen St N from Webster St N to Monroe St N AND Monroe St N from Helen St N to Lemon St N for the North Hudson Elementary School Fun Run on Wednesday, May 28, 2014 from 2:30 pm to 3:30 pm with an alternate rain date of Wednesday, June 4, 2014 from 2:30 pm to 3:30 pm. Motion carried.
7. Motion (Head/Rode) to amend the Village of North Hudson Emergency Operation Plan to include Resolution 2014-04 Designating Village of North Hudson Employees Change in Title in the Emergency Operation Plan (EOP) During a Municipal Emergency/Disaster Proclamation. Motion passed on a roll call vote of 5-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin-yes, Head-yes, Rode-yes.
8. Proclamation declaring May 4-10, 2014 as Municipal Clerks Week. Approval of proclamation carried.
9. Remarks from Wekkin, Troester and Luedke.
10. Plan Commission did not meet.
11. a. Motion (Head/Rode) to approve the April 2014 non-recurring claims totaling $53,834.25. Motion passed on a roll call vote of 5-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin-yes, Head-yes, Rode-yes.
b. Motion (O’Brien-Berglund/Anderson) to renew the Residential Solid Waste and Recyclable Collection Contract with Advance Disposal as presented for a term of three years. Motion passed on a roll call vote of 5-0. Rode-yes, Head-yes, Wekkin-yes, O’Brien-Berglund-yes, Anderson-yes.
12. a. Public Works update by Head.
b. Motion (Head/Anderson) to approve having Mike McPhillips, Inc. provide street sweeping services for the Village of North Hudson at a rate of $87.00 per hour. Motion passed on a roll call vote of 5-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin-yes, Head-yes, Rode-yes.
c. Motion (Head/Rode) to approve the hiring of Blake Amborn as a part-time, seasonal Public Works employee for the summer of 2014. Motion passed on a roll call vote of 5-0. Rode-yes, Head-yes, Wekkin-yes, O’Brien-Berglund-yes, Anderson-yes.
13. Public Safety did not meet.
14. Public Welfare did not meet.
15. Park Board did not meet.
16. Wekkin declared the meeting adjourned at 7:28 p.m.
