1. President Stan Wekkin called the meeting to order at 7:01 p.m. Invocation read by Wekkin. Answering the call were Trustees Anderson, Head, O’Brien-Berglund, Rode and Standafer. A quorum was present and the meeting had been duly noticed. It was noted that Trustee Zappa was absent. Also in attendance were the Village Attorney, Terry Dunst appearing at 7:18 pm; Police Chief, Mark Richert; Public Works Director, Mark Ekblad; Village Administrator, Gloria Troester; and Village Clerk, Melissa Luedke.
2. Motion (O’Brien-Berglund/Head) to approve the June 3, 2014 regular board meeting minutes as presented. O’Brien-Berglund noted correction in the June 3, 2014 minutes under Personnel and Finance Committee Recommendations, Purchase of Table Tablet for Village Administrator. Minutes approved with corrections. Motion carried.
3. No comments from the floor.
4. Proclamation naming July 12-20, 2014 St. Croix River Awareness and Cleanup Week
5. Motion (Head/O’Brien-Berglund) to approve the request by Krista Bergman with Trumi to use Chief Jansen Memorial Park at 6:00 am for the next six (6) months with a $1,000,000 Certificate of Liability Insurance with the Village of North Hudson listed as an additionally insured. Motion passed on a roll call vote of 6-0. Rode-yes, Head-yes, Standafer-yes, Wekkin-yes, O’Brien-Berglund-yes, Anderson-yes.
6. Motion (O’Brien-Berglund/Rode) to approve the Temporary Class “B” Fermented Malt Beverages and “Class B” Intoxicating Liquor License for North Hudson Pepper Festival Inc. with an effective date of August 14 through August 18, 2014, as recommend by the Village Clerk. Motion carried.
7. Motion (O’Brien-Berglund/Anderson) to adopt Ordinance 04-2014, rescinding and recreating Chapter 70, Offenses and Miscellaneous Provisions, Article I. In General, Section 70-4, Discharge of Weapons and Section 70-5, Carrying Concealed Weapons. Motion failed on a roll call vote of 4-2. Rode-No, Head-No, Standafer-No, Wekkin-No, O’Brien-Berglund-yes, Anderson-yes.
8. Motion (O’Brien-Berglund/Standafer) to adopt Ordinance 05-2014, amending Chapter 38, fire Prevention and Protection, Section 38-6, New methods and materials. Motion passed on a roll call vote of 6-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin-yes, Standafer-yes, Head-yes, Rode-yes.
9. Motion (O’Brien-Berglund/Standafer) to adopt Ordinance 06-2014, amending Chapter 14, Buildings and Building Regulations, Section 14-26, State code adopted, Section 14-28, Uniform dwelling code, and Section 14-66, construction standards; codes adopted. Motion passed on a roll call vote of 6-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin-yes, Standafer-yes, Head-yes, Rode-yes.
10. Motion (O’Brien-Berglund/Head) to approve the amended Class “B”/”Class B” Liquor License for extended premises: Kozy Korner-6th Annual Grand Opening and Bean Bag Tournament to take place starting Saturday, July 19, 2014 at 8:00 am and ending on Sunday, July 20, 2014 at 2:30 am with the following conditions: 1) Area outside of building to be completely enclosed with fence and the extended premises accessed only from within the building. 2) Use of alcohol shall remain within building or fenced-in area per the establishment’s liquor license. 3) Use of outside area only with specific permission of Village Board for requested date and times. 4) Owner to provide equal amount of adjacent substitute off-street parking while parking lot is fenced during time of event. 5) Owner to be responsible for Band/ Music volume. 6) All outside music to end no later than 10:00 pm.

13. a. Motion (Wekkin/O’Brien-Berglund) to approve the June 2014 non-recurring claims totaling $32,146.06. Motion passed on a roll call vote of 6-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin-yes, Standafer-yes, Head-yes, Rode-yes.
b. Motion (O’Brien-Berglund/Head) to approve the Part-Time Seasonal Public Works Job Description. Motion carried.
14. a. Public Works Update by Head.
b. Motion (Head/Rode) to approve having Scott Construction Inc. crack fill the 31 streets listed on the proposal at a cost not to exceed $22,355.00 and to move $7,355.00 from the Seal Coating budget line item to the Crack Filling budget line item to cover the overage needed. Motion passed on a roll call vote of 6-0. Rode-yes, Head-yes, Standafer-yes, Wekkin-yes, O’Brien-Berglund-yes, Anderson-yes.
c. Motion (Head/Standafer) to approve having Perfection Paving Co. hot patch the 29 areas of streets listed on the proposal at a cost not to exceed $10,594.00 and to move $594.00 from the Seal Coating budget line item to the Hot Patching budget line item to cover the overage needed. Motion passed on a roll call vote of 6-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin-yes, Standafer-yes, Head-yes, Rode-yes.
d. Motion (Head/Rode) authorizing the Village Administrator to transfer $38,000.00 from the Unassigned Fund to the Public Works Highway & Street Maintenance accounts to cover sealcoating expenses and amend the 2014 Budget. Motion passed on a roll call vote of 6-0. Rode-yes, Head-yes, Standafer-yes, Wekkin-yes, O’Brien- Berglund, Anderson-yes.
Motion (Head/Standafer) to approve having Fahrner Asphalt Sealers seal coat the streets at a cost not to exceed $45,000. Motion passed on a roll call vote of 6-0. Anderson-yes, O’Brien-Berglund-yes, Wekkin -yes, Standafer-yes, Head-yes, Rode-yes.
15. Public Safety Update by O\'Brien-Berglund.
16. Public Welfare did not meet.
17. a. Park Board Update by O\'Brien-Berglund.
b. Motion (O’Brien-Berglund/) to approve the purchase of 4 directional signs for Chief Jansen Memorial park not to exceed $285.00 from TAPCO with funds coming from the Park Maintenance Fund. Wekkin stated that the item failed at the Finance Committee for lack of a motion.
18. Wekkin declared the meeting adjourned at 8:10 p.m.
