Authorities gave 50-year-old Russell Lambert, Windsor, a second OWI charge Nov. 11 for driving drunk to a court appearance on his first charge. Officials said a court bailiff smelled alcohol on his breath when he arrived.

Police later found that his blood alcohol level was .28 – 3 ½ times the legal limit for intoxication. Lambert’s court appearance was connected with an Oct. 22 OWI arrest in which his blood alcohol level exceeded .15.
He pleaded innocent to that charge, and another hearing in that case was set for Dec. 9.
