TOWN OF ST. JOSEPH: NOTICE OF REFERENDUM 11/4/08

EXHIBIT A

NOVEMBER 4, 2008

NOTICE IS HEREBY GIVEN that at the general election to be held in the Town of St. Joseph on Tuesday, November 4, 2008, the following questions will be submitted to a vote of the people:

QUESTION NUMBER 1

Shall the following Initial Resolution be approved?

INITIAL RESOLUTION AUTHORIZING NOT TO EXCEED $740,000.00 GENERAL OBLIGATION BONDS OR PROMISSORY NOTES FOR A LIBRARY PROJECT

Resolved that the Town of St. Joseph, St. Croix County, Wisconsin, borrow an amount not to exceed $740,000.00 by issuing general obligation bonds or promissory notes for the public purpose of financing a library project, consisting of paying the Town’s portion of the cost of acquiring, renovating and equipping a new Hudson Area Joint Library facility to be located at 700 First Street in Hudson, Wisconsin.

QUESTION NUMBER 2

RESOLUTION AUTHORIZING THE TOWN OF ST. JOSEPH TO EXCEED THE LEVY LIMIT SPECIFIED UNDER SECTION 66.0602, WISCONSIN STATUTES ON AN ONGOING BASIS FOR LIBRARY COSTS

Under State law, the increase in the levy of the Town of St. Joseph for the tax to be imposed for the next fiscal year, 2009, is limited to 2%, which results in a levy of $888,767.00. Shall the Town of St. Joseph be allowed to exceed this limit and increase the levy on an ongoing basis by a total of $62,825.00 (which, for the allowable 2008 levy collected in 2009, equals 7.07% and results in a levy of $951,592.00) for the purpose of paying the Town’s portion of the costs associated with the operation of the proposed new Hudson Area Joint Library facility to be located at 700 First Street in Hudson, Wisconsin?

Copies of the Resolution directing the submission of the questions set forth above to the electorate and information concerning Town boundaries may be obtained from the office of the Town Clerk.
