Hudson City Council awards Coulee Road resurfacing contract

A bid from Monarch Paving Co. to resurface Coulee Road between Second and 11th streets for $146,631 was accepted by the Hudson City Council on Sept. 8.

According to Charles Schwartz of Bonestroo, the city’s consulting engineering firm, the work on curb replacement for that stretch of the road could begin as early as Monday, Sept. 21.

The milling and overlaying of the old road surface won’t start for an additional two or three weeks, Schwartz said.

A pre-construction meeting on the project was scheduled for Wednesday morning, Sept. 16.

Tom Zeuli, director of the Public Works and Parks Department, said the Coulee Road resurfacing will be coordinated with the paving of 11th Street from Wisconsin Street to Coulee Road.

Monarch Paving, located in Amery, is the subcontractor on that project currently under way.

Pember Companies of Menomonie is the general contractor on the 11th Street project. It involves replacing a four-inch water main with an eight-inch main between Summer Street and Coulee Road, as well as curb replacement and the resurfacing.

Schwartz said Xcel Energy decided to replace some of its natural gas equipment in the street bed as long as it was torn up. He said the project is proceeding on time.

There’s an Oct. 9 deadline for substantial completion of the 11th Street project.

The City Council also approved a total of $5,720 in special assessments against properties along Coulee Road for curb replacement that will take place as part of the project.

The affected property owners, in addition to the city, are Gaffer Properties LLC (owner of The Nova restaurant and liquor store), Tim and Betty Caruso, Douglas Cudd, Kenneth Brisson, DPB Investments LP, and Fred Rose.

No one commented on the special assessments during a public hearing that preceded the council meeting.

Council action

In other business, the City Council:

  • Awarded a contract to provide fuel for the city’s vehicles over the next year to Yocum Oil Co. The company’s offer to provide diesel fuel for $2.46 and gasoline for $2.25 was the lowest of three bids. In 2008, the winning bid (also from Yocum Oil) was $3.72 for diesel fuel and $3.42 for gasoline.

  • Approved the replacement of stairways from the City Hall parking lot to the alley below for a total of $12,930. Starks Metal Works had the lowest of three bids on the project.

  • Amended the liquor license for Ellie’s on Main, 417 Second St., to allow alcohol to be consumed on a new deck at the rear of the establishment.

  • Approved temporary beer licenses for the Hudson Hockey Association’s annual pig roast on Sept. 26 and an Oktoberfest sponsored by the Big Ring Flyers Bicycle Club that will be held Oct. 2-3 in Lakefront Park.

  • Approved the installation of 387 feet of sidewalk along Foxglove Way. The $9,500 for the work by Bailey Construction will come an escrow account funded by a developer of the neighborhood.
