CITY OF HUDSON
REGULAR MEETING OF THE COMMON COUNCIL
NOVEMBER 7, 2011 - MINUTES
Meeting called to order by Council President Lori Bernard in the Council Chambers of City Hall at 7:00 p.m.
PRESENT: Council President Lori Bernard, and Alderpersons Randy Morrissette, Mary Yacoub, Lee Wyland, John Hoggatt and Rich Vanselow.
ABSENT: Mayor Burchill was excused.
CONSENT AGENDA ITEMS: MOTION by Wyland, second by Hoggatt to approve the following consent agenda items:
The Regular Meeting minutes of 10/18/11.
The certified survey map proposed by Mr. Bill Cornwall creating one one-family residential lot and one outlot for the property at 327 Seventh Street South.
Claims for payment of $622,889.07 for payables and $200,529.05 for payroll for a total of $823,418.12.
Issuance of a Regular Operator’s License for the period 11/08/11 to 6/30/13 to Timothy L. Johnson, 1706 Fairway Drive, Hudson, WI.
Approve imposing a $5 cash deposit plus court costs and surcharges for a total of $57.30 for parking violations to Ch. 235-55 B, as recommended by Municipal Judge Gherty.
Place on file the quarterly reports of the City Clerk and Library Director, the semi-annual report of the Community Development Director, and the 10/25/11 meeting minutes of the Community Access Board and the 10/18/11 minutes of the St. Croix E.M.S. Commission.
Roll call vote taken, all ayes (6), MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to suspend the rules toward adoption of Ordinance 20-11. Roll call vote, all ayes (6), MOTION CARRIED. MOTION by Wyland, second by Yacoub to adopt ORDINANCE NO. 20-11, REZONE 1.25 ACRES FROM PUB TO RM-1 AND AMEND COMPREHENSIVE PLAN MASTER PLAN 2030 MAP LAND USE DESIGNATION TO MEDIUM DENSITY RESIDENTIAL (Copy on file in Clerk’s office). All ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to approve the final development plans for Comforts of Home Senior Living (40-unit residential facility at southwest quadrant of Heggen Street and Crest View Drive) as recommended by the Plan Commission. All ayes (6), MOTION CARRIED.
MOTION by Vanselow, second by Hoggatt to grant a Reserve “Class B” liquor license (and previously approved beer license) to Fiesta Loca LLC (at 131 Carmichael Road, Unit 106). All ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to suspend the rules toward adoption of Resolution No. 21-11. Roll call vote, all ayes (6), MOTION CARRIED. MOTION by Morrissette, second by Yacoub to adopt RESOLUTION NO. 21-11, GOVERNMENTAL ACCOUNTING STANDARDS BOARD REQUIREMENTS (Copy on file in Clerk’s office). All ayes (6), MOTION CARRIED.
MOTION by Hoggatt, second by Yacoub to authorize legal counsel to work with City Staff on an ordinance to create a Storm Water Utility. All ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Wyland to suspend the rules toward adoption of Ordinance 19-11. Roll call vote, all ayes (6), MOTION CARRIED. MOTION by Wyland, second by Yacoub to adopt ORDINANCE NO. 19-11, AMENDMENTS TO MUNICIPAL CODE, CH. 242-10, WATER CROSS- CONNECTION CONTROLS (Copy on file in Clerk’s office). All ayes (6), MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to adjourn the meeting. All ayes (6), MOTION CARRIED at 7:31 p.m.
