CITY OF HUDSON
REGULAR MEETING OF THE COMMON COUNCIL
DECEMBER 5, 2011 - MINUTES
Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:03 p.m. and led those present in the Pledge of Allegiance.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Lee Wyland, John Hoggatt and Rich Vanselow.
CONSENT AGENDA ITEMS: MOTION by Bernard, second by Wyland to approve the following consent agenda items:
The Public Hearing and Regular Meeting minutes of 11/21/11.
Claims for payment of $115,671.53 for payables and $192,701.02 for payroll for a total of $308,372.55.
Issuance of Regular Operator’s Licenses for the period 12/06/11 to 6/30/13 to: Dustin D. Holman, 120 Sarah Lane Apt. 3, Somerset, WI; Melissa S. Reichert, 953 Washington St., Prescott, WI; Suzanne A. Rode, 412 Helen Street N., Hudson, WI and Kelsy R. Rea, 753 Sequoia Lane, New Richmond, WI.
Denial of an Operator’s License to Tara Lynne Schroeder, 1255 County Road D, Circle East #204, Vadnais Heights, MN 55109, as recommended by Police Chief Jensen, based on the number of alcohol related violations during the past two years.
The 2012 budget for the Sewer Utility, as presented.
The 2012 budget for the Parking Utility, as presented.
The 2012 budget for St. Croix E.M.S., as presented.
The continuation of “in house” lawn mowing operations for 2012.
The Election Inspector appointments presented by the Republican Party: Jean and Gordie Anderson, Barbara Bittermann, Marty and Tori Boomsma, Willetta Breault, Pam Brokaw, Jan Buegge, Joan Christopher, Joanie Davenport, Pat Ecker, Barbara and Len Harvey, Carol Horn, Gloria Keller, Judy Kelly, Dianne Kiel, Connie Klecker, Gail Kotoski, Mary Lau, Don and Judy Mailloux, Thomas Malchow, Mary Martin, Elizabeth Mccormick, Tom and Mary Redner, Greta Shafer, Marya and David Smith, Bob Staebell, Carol Szyman, Dolores Taavola and Laura Trippichio;

Place on file the quarterly reports of the Parks & Public Works Director and the Wastewater Director. Roll call vote, all ayes (6), MOTION CARRIED.
MOTION by Yacoub, second by Wyland to approve Isaac Yerry’s Boy Scout Eagle Project to build a retaining wall at the building at 700 First Street, as presented. All ayes (6) MOTION CARRIED.
MOTION by Vanselow, second by Hoggatt to approve the revised Employee Handbook. All ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Bernard to approve the low bid for snowplowing from All Scapes Lawn Care in the amount of $1,710.00 per month (beginning December 1, 2011 through March 2012). All ayes (6), MOTION CARRIED.
MOTION by Bernard, second by Yacoub to approve the 2012 boat launch fees for city residents of $7.00 and $10.00 for non-city residents. All ayes (6) MOTION CARRIED.
MOTION by Bernard, second by Vanselow for first reading of Ordinance No. 22-11 (establishing a Storm Water Utility and Storm Water Utility rates and charges). All ayes (6), MOTION CARRIED.
MOTION by Bernard, second by Wyland to accept the $26,248 bid from River Valley Ford (for a Ford SUV police vehicle) with delivery (to the City) at no additional cost. Ayes (4), Noes (2) - Morrissette and Yacoub. MOTION CARRIED.
MOTION by Morrissette, second by Wyland to approve filling the vacant Police Department Lieutenant’s position (by promotion from a Sergeant’s position, which would then become vacant). Ayes (4), Noes (2), Bernard and Yacoub. MOTION CARRIED.
MOTION by Bernard, second by Yacoub to adjourn the meeting. All ayes (6), MOTION CARRIED at 7:40 p.m.
