CITY OF HUDSON
REGULAR MEETING OF THE COMMON COUNCIL
DECEMBER 19, 2011 - MINUTES
Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:03 p.m. and led those present in the Pledge of Allegiance.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Lee Wyland, John Hoggatt and Rich Vanselow.
CONSENT AGENDA ITEMS: MOTION by Morrissette, second by Yacoub to approve the following consent agenda items:
The Regular Meeting minutes and Closed Session minutes of 12/5/11.
The Sixth Addition to Willow River Cemetery west of Ninth Street and north of Wisconsin Street.
The final plat for Red Cedar Canyon Four Winds as proposed by Hans Hagen Homes, contingent on execution of a Development Agreement before the plat is recorded.
Continuation of the Conditional Use Permit for outdoor vehicles sales for Hudson Auto Sales/Chuck Volin at 1000 O’Keefe Road for three years, with review in December 2014.
Claims for payment of $170,633.98 for payables and $146,580.15 for payroll for a total of $317,214.13.
Issuance of Regular Operator’s Licenses for the period 12/20/11 to 6/30/13 to: William Costa, 4836 Hamlet Way North, Oakdale, MN and Paul Leindecker, 1026 Drew Drive W., Woodbury, MN.
The issuance of a Secondhand Jewelry Dealer’s license to Roy Leek d/b/a J.R. Haubrich Jewelry at 210 Locust Street.
The issuance of a Secondhand Jewelry and Secondhand Article Dealer’s license to Jeffrey A. Parsons to be used January 3-7, 2012 and March 6-10, 2012 at the Hudson House Grand Hotel, 1616 Crest View Drive.
Issuance of a Secondhand Jewelry and Secondhand Article Dealer’s license to Jasha Diekmann-Smith d/b/a LaCroix Consignment at 1801 Ward Avenue #256 in Plaza 94.
Approve no parking on the north side of Fillmore Street between Eleventh and Twelfth Streets from November 15 to March 15.
Place on file the monthly report of the Finance Officer, the 12/5/11 minutes of the Community Access Board, and the 12/7/11 minutes of the St. Croix E.M.S. Commission. Roll call vote taken, all ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to approve bid from EMC Insurance (for general insurance coverage for 2012) including the option for the Fire Department to review obtaining stated value coverage for the fire trucks (with an additional premium paid by the Fire Department). All Ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Hoggatt to approve a “Class B” liquor and Class “B” beer license to Russell Evenson (to be used at 225 Locust Street) contingent on meeting the 90-day start up requirement, with an extension of up to 30 days, and receipt of a signed purchase agreement. Ayes (4); Noes (2) Bernard and Yacoub - MOTION CARRIED.
MOTION by Bernard, second by Hoggatt to approve the purchase of two 800 MHz radios (including the Washington County Communications System Subscriber Agreement at $400 each per year) contingent on checking for any additional charges. All ayes (6) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to switch the stop sign on Crest View Drive at 11th/Heggen from a stop sign to a yield sign. Ayes (4); Noes (2) - Morrissette and Wyland. MOTION CARRIED.
MOTION by Wyland, second by Hoggatt to approve the request for disc golf at Prospect Park on a one-year trial basis, with the requirement to meet with the City monthly, address any (course) issues with the designers and Tom Zeuli, and to obtain Council approval of the final course plans before implementing. Additional discussion was held. Ayes (2) Wyland and Hoggatt); Noes (4)- MOTION FAILED.
MOTION by Bernard, second by Yacoub to suspend the rules toward adoption of Ordinance No. 23-11. Ayes (5); Noes (1) – Morrissette, MOTION CARRIED. MOTION by Yacoub, second by Vanselow to adopt ORDINANCE NO. 23-11, AMENDMENTS TO MUNICIPAL CODE, CH. 235 RE: PARKING REGULATIONS (Copy on file in Clerk’s office). All Ayes (5); No (1) – Morrissette, MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to adjourn the meeting. All ayes (6) MOTION CARRIED at 8:45 p.m.
