CITY OF HUDSON
REGULAR MEETING OF THE COMMON COUNCIL
MARCH 12, 2012 - MINUTES
Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m.
Mayor Burchill led those present in the Pledge of Allegiance.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Lee Wyland, John Hoggatt and Rich Vanselow.
MOTION by Bernard, second by Wyland to approve the following consent agenda items:
Regular meeting minutes of 2/27/12.
Claims for payment OF $158,819.90 for payables and $199,191.22 for payroll for a total of $358,022.12.
Issuance of Regular Operator’s Licenses for the period 3/13/12 to 6/30/13 to: Terry L. Barott, 606 Third Street Apt. 301, Hudson, WI and Hollie M. Pribnow, 420 Cedar St. #B17, Baldwin, WI.
Approve utilizing Enterprise Rent-A-Car for rental vehicle services for the City of Hudson, pursuant to the State Cooperative Purchasing Agreement for rental vehicles, as presented.
Place on file the quarterly report of the City Clerk, Library Director, Director of Parks & Public Works, St. Croix E.M.S. Commission minutes of 2/22/12, and Advisory Joint Fire Board minutes of 2/28/12.
Roll call vote taken, all ayes (6), MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to adopt ORDINANCE NO. 1-12, CREATING CH. 241 RE: STORM WATER UTILITY (Copy on file in Clerk’s office). Vote taken, all ayes (6), MOTION CARRIED.
MOTION by Bernard, second by Vanselow to adopt RESOLUTION NO. 1-12, STORM WATER UTILITY RATES & CHARGES (Copy on file in Clerk’s office). Vote taken, all ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Bernard to suspend the rules toward adoption of Ordinance 4-12. Wyland asked if any consideration could be given to a first reading at this time, allowing more public input. No additional comments were made. Roll call vote taken, ayes (5); noes (1) - Wyland, MOTION CARRIED. MOTION by Morrissette, second by Bernard to adopt ORDINANCE NO. 4-12, AMEND CH. 235-3G RE: BOAT TRAILER PARKING, with the language added to allow boat and trailer parking in the First Street boat launch parking lot and the Lake Mallalieu boat launch lot parking lot. Vote taken, ayes (5); noes (1) – Wyland. MOTION CARRIED.
MOTION by Bernard, second by Vanselow to approve the boat launch season policies and overall policy/procedures, with the launch fees to be set for City residents at $7.00 daily and at $70 for an annual pass, and to be set for non-City residents at $10.50 daily and $105 for an annual pass. Vote taken, all ayes (6), MOTION CARRIED.
MOTION by Bernard, second by Yacoub to suspend the rules toward adoption of Ordinance 5-12. Roll call vote taken, all ayes (6), MOTION CARRIED. MOTION by Bernard, second by Hoggatt to adopt ORDINANCE NO. 5-12, HUDSON URBAN FORESTRY BOARD. After discussion, the consensus was that the appointments would take place in May, and said language would be added to the ordinance. (Copy on file in Clerk’s office). Vote taken, all ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Yacoub to suspend the rules toward adoption of Ordinance 3-12. Roll call vote taken, all ayes (6), MOTION CARRIED. MOTION by Yacoub, second by Hoggatt to adopt ORDINANCE NO. 3-12, AMEND MUNICIPAL CODE CHAPTERS 225-6(B), 207-11(B) AND 198-9(C) RE: ADDITIONAL LICENSING REQUIREMENTS (Copy on file in Clerk’s office). Vote taken, all ayes (6), MOTION CARRIED.
MOTION by Bernard, second by Vanselow to suspend the rules toward adoption of Ordinance No. 6-12. Roll call vote taken, all ayes (6), MOTION CARRIED. MOTION by Bernard, second by Yacoub to adopt ORDINANCE NO. 6-12, CREATING CH. 65 – ST. CROIX EMERGENCY MEDICAL SERVICE DEPARTMENT. (Copy on file in Clerk’s office). Vote taken, all ayes (6), MOTION CARRIED.
MOTION by Wyland, second by Bernard to suspend the rules toward adoption of Ordinance 7-12. Roll call vote taken, all ayes (6), MOTION CARRIED. MOTION by Morrissette, second by Yacoub to adopt ORDINANCE NO. 7-12, AMEND CH. 118-3 RE: PROHIBITING SYNTHETIC CANNABINOID (Copy on file in Clerk’s office). Vote taken, all ayes (6), MOTION CARRIED.
MOTION by Hoggatt, second by Vanselow, to adjourn the meeting. All ayes (6) MOTION CARRIED at 8:06 p.m.
