REGULAR MEETING OF THE COMMON COUNCIL

MARCH 26, 2012 - MINUTES

Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m. Mayor Burchill led those present in the pledge of allegiance.

PRESENT: Mayor Burchill and Alderpersons Mary Yacoub, Lori Bernard, Lee Wyland, John Hoggatt and Rich Vanselow.

ABSENT: Alderperson Randy Morrissette was excused.

MOTION by Wyland, second by Hoggatt to approve the following consent agenda items:

The Regular Meeting minutes of 3/12/12 and Special Meeting minutes of 3/19/12.

Claims for payment of $126,409.01 for payables and $142,949.31 for payroll for a total of $269,358.32.

Issuance of Regular Operator’s Licenses for the period 3/27/12 to 6/30/13 to: Carly Boston, P.O. Box 185, Woodville, WI; Chad Hanson, 1457 Wildcat Ct. #311, River Falls, WI; Douglas Hanson, 1655 Clyde Hanson Dr., Hammond, WI; Preston Green, 1025 Fourth Street, River Falls, WI and Amber Pechacek, 1659 Sunwood Court, River Falls, WI.

Renewal and issuance of Regular Operator’s Licenses for the period 7/1/12 to 6/30/14 to: Brandon Clark, 374 Paquin Drive, Somerset, WI; Carly Krueger, 312 West Grove Road, Hudson, WI; Kevin Proschwitz, 759 Sand Hill Point, Hudson, WI and Joshua Schmidt, 309 10th Street S., Hudson, WI.

The amended premises description of the liquor license for Fiesta Loca to include an outdoor patio area at 131 Carmichael Road, Unit 106, Hudson, contingent on approval by the Building Inspector, Fire Inspector, and Police Chief. 

The Raise the Woof Animal Friends dog walk event in Lakefront Park on Saturday, June 16, 2012 from 8:00 a.m. to 2:00 p.m.

The Walk MS 2012 to be held at 11:00 a.m. on Sunday, May 6, 2012 beginning and ending at the Hudson Middle School.

The Monica Jensen Foundation foot race on Saturday, June 2, 2012 at 8:00 a.m. beginning at the Hudson High School and ending at Lakefront Park.

The Les Berg Memorial 5K run/walk on at 6:00 p.m. on Wednesday, May 9, 2012 beginning and ending at Lakefront Park.

Four Bodyzone foot races starting at Noon on the Sundays of April 15, May 6, June 3 and June 24, all within St. Croix Business Park.

The Willow River Super Fun Walk and Run on Saturday, April 28, 2012 at 9:30 a.m. beginning and ending at Willow River Elementary School.

The installation of yield signs on Myrtle Street at Eighth Street, with review in 60 days.

The Steenburg 5K walk/run benefit to be held Saturday, May 5, 2012 at 9:00 a.m. beginning and ending in Lakefront Park.

Place on file the quarterly reports of the Wastewater Director and St. Croix E.M.S. Chief, monthly report of the Finance Officer, and St. Croix E.M.S. Commission minutes of 3/19/12. Roll call vote taken, all ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Vanselow to suspend the rules toward adoption of Resolution No. 5-12. Roll call vote, all ayes (5), MOTION CARRIED. MOTION by Bernard, second by Yacoub, to adopt RESOLUTION NO. 5-12, DISALLOWANCE OF CLAIM OF EXCESSIVE ASSESSMENT (Copy on file in Clerk’s office). All ayes (5), MOTION CARRIED.

MOTION by Bernard, second by Yacoub to suspend the rules toward adoption of Resolution No. 6-12. Roll call vote, all ayes (5), MOTION CARRIED. MOTION by Wyland, second by Yacoub, to adopt RESOLUTION NO. 6-12, MUTUAL AID BOX ALARM SYSTEM AGREEMENT (Copy on file in Clerk’s office). All ayes (5), MOTION CARRIED.

It was decided that the Council meeting dates would be changed to May 15th (from May 7th), May 30th (from May 21st), June 11th (from June 4th), and June 25th (from June 18th) all at 7:00 p.m.

MOTION by Bernard, second by Yacoub to approve the appointment of Kim Eby as the Interim EMS Chief. All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Bernard to approve the recruitment process for the EMS Chief, as presented. All ayes (5) MOTION CARRIED.

MOTION by Bernard, second by Yacoub to adjourn the meeting. All ayes (5) MOTION CARRIED at 8:03 p.m.
