ORGANIZATIONAL MEETING OF THE

COMMON COUNCIL

APRIL 17, 2012 - MINUTES

Meeting called to order by Mayor Burchill in the Council Chambers of City Hall at 7:00 p.m.

PRESENT: Mayor Burchill and Alderpersons Randy Morrissette II, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt, and Rich Vanselow.

ADMINISTERING OATH OF OFFICE TO NEWLY ELECTED ALDERPERSONS: Clerk Nancy Korson administered the oath of office to Alan Burchill as Mayor; Mary Yacoub as Alderperson in District Two; Lori Bernard as Alderperson in District Three; and Kurt TeWinkel as Alderperson in District Four. Clerk Korson also administered the oath of office to Susan S. Gherty as Municipal Judge for a four-year term of May 1, 2012 to April 30, of 2016.

Mayor Burchill announced that the purpose of the meeting was to appoint individuals to various committees, boards and commissions.

PRESIDENT OF THE COUNCIL: MOTION by Bernard, second by Hoggatt to nominate Rich Vanselow for the position of Council President. MOTION by Hoggatt, second by Vanselow to nominate Randy Morrissette for the position of Council President. MOTION by Morrissette, to nominate John Hoggatt for the position of Council President; MOTION FAILED due to lack of a second. Mayor Burchill called for any other nominations. Vote was taken by paper ballot; the name of the Alderperson to receive the vote was circled on the paper, and signed by the Alderperson who voted. Vanselow was elected as President of the Council, 4 votes to 2.

PLAN COMMISSION: Mayor Burchill recommended that Mary Yacoub be appointed as a member of the Plan Commission. MOTION by Bernard, second by Hoggatt to approve Mary Yacoub as a member of the Plan Commission. A two-thirds vote was needed to approve the appointment. Ayes (5); Noes (1) –Hoggatt. MOTION CARRIED.

STANDING COMMITTEES: Mayor Burchill distributed a two-page list and announced his appointments to the Standing Committees, as follows:

Finance Committee: Mayor Alan Burchill, Chairman, and Alder- persons Lori Bernard, Randy Morrissette, and Rich Vanselow.

Public Safety Committee: Alderperson Mary Yacoub as Chair- person, and Alderpersons John Hoggatt and Rich Vanselow.

Public Works Committee: Alderperson Lori Bernard as Chairperson, and Alderpersons Morrissette and Kurt TeWinkel

OTHER COMMITTEES: Mayor Burchill announced the following Alderpersons were appointed as voting members of the respective boards and commissions:

Community Access Board - Alderperson John Hoggatt

St. Croix EMS Commission – Alderperson Lori Bernard

Park Board – Alderperson Kurt TeWinkel

Advisory Joint Fire Board - Alderperson John Hoggatt

Hudson Area Joint Library Board - Alderperson Rich Vanselow

ALDERMANIC LIAISONS: Mayor Burchill appointed Alderperson Randy Morrissette as liaison to the Tourism Bureau; Alderperson John Hoggatt as liaison to the Public Utility Commission; and Alderperson Lori Bernard as liaison to the Hudson School District.

APPOINTMENTS TO BOARDS AND COMMISSIONS: Mayor Burchill announced the following appointments:

Hudson/North Hudson Community Access Board: Mayor Burchill reappointed Judy Kelly for a three-year term as a citizen member.

Board of Zoning Appeals: Mayor Burchill requested confirmation of his appointment recommendations to the Board of Zoning Appeals. MOTION by Yacoub, second by Hoggatt, to confirm Mayor Burchill’s reappointment of Karen Neset and Mary Senkus as citizen members for three-year terms on the Board of Zoning Appeals through 2015, and appoint Karen Neset as Chairperson through 2015. All ayes (6), MOTION CARRIED.

Park Board: Mayor Burchill requested confirmation of his appointment recommendations to the Park Board. MOTION by Hoggatt, second by Vanselow, to confirm Mayor Burchill’s reappointment of Pat Casanova and Mike O’Keefe as citizen members for five-year terms on the Park Board through 2017. All ayes (6), MOTION CARRIED.

Plan Commission: Mayor Burchill re-appointed Frank Rhoades to a three year term on the Plan Commission as a citizen representative; Council confirmation was not required.

Police and Fire Commission: Mayor Burchill reappointed Tom O’Connell to a five-year term on the Police and Fire Commission; Council confirmation was not required.

Intergovernmental Advisory Council: Mayor Burchill stated the Mayor and Council President have attended the Intergovernmental Advisory Council meetings in the past and he would like to have them continue attending.

Advisory Joint Fire Board: Mayor Burchill appointed DuWayne Bakke to the Advisory Joint Fire Board as a member-at-large from the City of Hudson. This was an annual appointment.

MOTION by Bernard, second by Yacoub to adjourn the meeting. All ayes (6) MOTION CARRIED at 7:12 p.m.
