REGULAR MEETING OF THE COMMON COUNCIL
APRIL 23, 2012 - MINUTES
Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m. Mayor Burchill led those present in the pledge of allegiance.
PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt and Rich Vanselow.
CONSENT AGENDA ITEMS: MOTION by Morrissette, second by Bernard to approve the following consent agenda items:
The Public Hearing and Regular Meeting minutes of 4/09/12 and the Organizational Meeting minutes of 4/17/12.
Claims for payment of $315,461.09 for payables, and $143,066.72 for payroll, for a total of $458,527.81.
Issuance of Regular Operator’s Licenses for the period 4/24/12 to 6/30/13 to: Mark T. Cory, 6697 Ruffed Grouse Rd., Lino Lakes, MN; Rachel A. Drees, 35 Brighton Path, Hudson, WI; Amanda J. Fagerlund, 135 County Road E, Houlton, WI; Betsy M. O’Keefe, N5730 Hwy 63, Ellsworth, WI; Jordan R. Vitek, 82 Spring Hill Bay, Hudson, WI.
Issuance of Temporary Operator’s license to be used June 29 to July 1, 2012 during Hudson Booster Days to: John M. Herink, 1207 Bass Lake Road; Cathy J. Koehler-Filla, 1068 LaBarge Rd.; Scott A. Newell, 858 McDiarmid Dr.; and Ryan E. Schwechler, 628 Hillary Farm Rd., all in Hudson, WI.
Issuance of a Temporary Class “B”/”Class B” Retailer’s license to the Hudson Boosters, Inc. to sell beer and wine June 29 to July 1, 2012 in Lakefront Park during the Hudson Booster Days event.
Issuance of Class B beer and “Class C” wine licenses to Yilin, Inc. d/b/a Dragon Pearl at 431 Second Street, contingent on successful building and fire inspections and receipt of a copy of the restaurant license and Wisconsin Seller’s Permit, and upon surrender of the alcoholic beverage license from the previous owner.
The Stipe’s Shows carnival to be held May 10 to May 13, 2012 in the Plaza 94 outer parking lot, contingent on receipt of proof of liability insurance and issuance of a Direct Seller’s permit.
The 2012 Storm Water Utility budget of $193,100, as submitted.
Issuance of a Taxi Driver’s license to Jennifer M. Campeau, 305 Main Street, Somerset, WI.
Barricading Locust Street between Second and Third Street on the second Friday of each month from May through September for the Locust Street Car Show.
The annual Ragnar Relay foot race on August 17-18, 2012, as proposed.
Deny the request to allow open burning of leaves in the City.
The High School Homecoming Parade to be held Wednesday, September 12, 2012, as proposed.
Place on file the quarterly reports of the Police Chief, Fire Department, and monthly report of the Finance Officer, and the St. Croix E.M.S. Commission minutes of 4/11/12, and Public Utility Commission minutes of 4/10/12. Roll call vote taken, all ayes (6) MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to approve the renewal and issuance of Regular Operator’s Licenses for the period 7/1/12 to 6/30/14 to: Ifenyinwa C. Anekwe, 320 7th S., River Falls, WI; Evelyn D. Dawson, 462 Green Mill Lane, Hudson, WI; Shannon D. Evjen, 1118 Second St., Hudson, WI; Tanya R. Kattre, 703 13th St. S., Hudson, WI and Samantha A. Nerby, 892 Wert Rd., Hudson, WI.
Morrissette recused himself. Ayes (5), MOTION CARRIED.
MOTION by Bernard, second by Vanselow to approve the bid from TruGreen in the amount of $6,266.00 for the 2012 Broadleaf Control Program (for City parks and rights-of-way). All ayes (6) MOTION CARRIED.
MOTION by Bernard, second by Yacoub to approve the quote from Johnson Construction in the amount of $3,712.00 for the roof repairs at Grandview Park building (to be funded by the Grandview Park Improvement Fund that had a balance of approximately $11,000). All ayes (6) MOTION CARRIED.
MOTION by Vanselow, second by Bernard to approve the 2012 Capital Budget as amended (and attached). All ayes (6) MOTION CARRIED.
MOTION by Morrissette, second by Bernard to suspend the rules toward adoption of Resolution No. 7-12. Roll call vote taken, ayes (6), MOTION CARRIED. MOTION by Morrissette, second by Hoggatt to adopt RESOLUTION NO. 7-12, INITIAL RESOLUTION RECITING A PROPOSAL FOR ISSUANCE OF INDUSTRIAL DEVELOPMENT REVENUE BONDS & PRELIMINARY APPROVAL AND AUTHORIZING PREPARATION OF DOCUMENTS REGARDING THE UNITED GEAR & ASSEMBLY INC PROJECT (Copy on file in Clerk’s office) Ayes (6), MOTION CARRIED.
MOTION by Morrissette, second by Bernard to suspend the rules toward adoption of Resolution No. 8-12. Roll call vote taken, ayes (6), MOTION CARRIED. MOTION by Morrissette second by Yacoub to adopt RESOLUTION NO. 8-12, WAIVING BIDDING REQUIREMENTS OF WISCONSIN STATUTES SEC. 66.1103(11)(B)(1), AS AMENDED (FOR UNITED GEAR & ASSEMBLY, INC. PROJECT) (Copy on file in Clerk’s office). Ayes (6), MOTION CARRIED.
MOTION by Vanselow, second by Yacoub to send the issue of docks on City property west of First Street between Orange and St. Croix Street back to the Public Works Committee. MOTION AMENDED by Vanselow, seconded by Yacoub to have the Finance Committee consider the issue. Ayes (2) - Vanselow & Yacoub; Noes (2) - Bernard & TeWinkel. Mayor Burchill broke the tie by voting yes. MOTION CARRIED.
MOTION by Yacoub, second by Hoggatt to approve the recommendation of the Public Safety Committee (to approve no parking on Hanley Road between Foxglove Way and Namekagon Street, and to create space for garbage pick-up on the south side of Hanley Road). Discussion was held. Ayes (4) Noes (2) TeWinkel and Bernard; MOTION CARRIED.
MOTION by Yacoub, second by Morrissette to reject paying $2,000 for the lease of 30 acres of County property for passive/non-motorized recreation trails. All ayes (6) MOTION CARRIED. MOTION by Morrissette, second by Yacoub to suspend the rules toward adoption of Resolution No. 6a-12. Roll call vote taken, All ayes (6), MOTION CARRIED. MOTION by Yacoub, second by Hoggatt to adopt the following: RESOLUTION NO. 6A-12, ADDENDUM TO MUTUAL AID BOX ALARM SYSTEM AGREEMENT (Copy on file in Clerk’s office and attached). Ayes (6), MOTION CARRIED.
MOTION by Bernard, second by Yacoub to adjourn the meeting. All ayes (6) MOTION CARRIED at 8:45 p.m.
