MINUTES

1. President George Klein called the meeting to order at 7:00 p.m. Answering the call were Trustees Head, O’Brien-Berglund, Standafer, Wekkin, and Zappa. A quorum was present and the meeting had been duly noticed. It was noted that Trustee Ortner was absent. Also in attendance were Attorney, Terry Dunst; Police Chief, Mark Richert; Public Works Supervisor, Mark Ekblad; Administrator, Gloria Troester; and Clerk, Becky Milbrandt.

2. Motion (O’Brien-Berglund/Zappa) to approve the May 1, 2012 Regular Board meeting minutes as presented. Motion carried.

3. No comments from the floor.

4. Presentation by Brian Reilly, Ehlers & Associates, on bond refinancing.

5. Motion (O’Brien-Berglund/Zappa) to approve the Class “A” Fermented Malt Beverages and “Class A” Intoxicating Liquor License, for Village Liquor Store, Kimberlie White – Agent, with an effective date of July 1, 2012 through June 30, 2013 as recommended by the Village Clerk. All license approvals are contingent upon any outstanding payment obligations to the Village being satisfied. Motion carried.

Motion (Zappa/O’Brien-Berglund) to approve the Class “A” Fermented Malt Beverage License, for Freedom Valu Center, Inc., Paul Kirk – Agent, with an effective date of July 1, 2012 through June 30, 2013 as recommended by the Village Clerk. All license approvals are contingent upon any outstanding payment obligations to the Village being satisfied. Motion carried.

Motion (Standafer/Wekkin) to approve the Class “B” Fermented Malt Beverages and “Class B” Intoxicating Liquor License with an effective date of July 1, 2012 through June 30, 2013, for LDJT, Inc. dba The Village Inn – Leigh Halvorson – Agent, Mallalieu Inn, Inc. dba Mallalieu Inn – Peggy Moelter – Agent, Starr’s Bar, Inc. dba Starr’s Bar - William Souter – Agent, Zanor, Inc. dba Kozy Korner – Scott Nelson – Agent, Lamden, Inc. dba Mama Maria’s Ristorante – Anna Marie Buhr – Agent, Seasons Tavern BDC LLC dba Seasons Tavern - Carol Rebers – Agent, and Zappa & Zappa dba Mudd’s & Sudd’s – Marc Zappa – Agent, as recommended by the Village Clerk. All license approvals are contingent upon any outstanding payment obligations to the Village being satisfied. Motion carried – Zappa abstained.

Motion (Wekkin/Standafer) to approve the “Over the Counter” Tobacco Sales Licenses for: The Village Inn, Mallalieu Inn, Starr’s Bar, Village Liquor Store, and Freedom Valu Center with an effective date of July 1, 2012 through June 30, 2013 as recommended by the Village Clerk. Motion carried.

Motion (Head/Wekkin) to approve the “Coin Operated Amusements License” for Mallalieu Inn, Starr’s Bar, The Village Inn, Seasons Tavern, Mudd’s & Sudd’s, and Kozy Korner with an effective date of July 1, 2012 through June 30, 2013 as recommended by Village Clerk. Motion carried – Zappa abstained.

6. Motion (Wekkin/Head) to approve the application for the Fireworks Paraphernalia Sale Permit for Marc Zappa, subject to approval from the appropriate Hudson Fire Department representatives and with the following inclusions: “No Smoking” signs must be displayed, fire extinguishers available, no fireworks sold to person(s) under 18 years of age, permit length to be July 1, 2012 to June 30, 2013. Motion carried – Zappa abstained.

7. Motion (Zappa/Wekkin) that the Class “B”/“Class B” Retail License for the sale of Fermented Malt Beverages and Intoxicating Liquors for Kozy Korner be temporarily amended for an event taking place on Saturday, June 23, 2012 from 11:00 am until 8:00 pm with the following conditions: 1) Area outside of building to be completely enclosed with fence and the extended premises accessed only from within the building; 2) Use of alcohol shall remain within building or fenced-in area per the establishment’s liquor license; 3) Use of outside area only with specific permission of the Village Board for requested date and time; 4) Owner to provide an equal amount of adjacent substitute off-street parking while parking lot area is fenced during time of event; 5) Owner to be responsible for band/music volume. Motion carried.

8. Motion (Zappa/O’Brien-Berglund) to adopt Res. 2012-06 reviewing the Compliance Maintenance Annual Report. Motion carried on a roll call vote of 6-0.

9. Comments by Klein, Troester and Milbrandt.

10. No Plan Commission update.

11. a. Motion (Zappa/Head) to amend the 2012 General Fund Budget by using Unassigned Funds to increase revenues in the Other Financing Sources, Use of Available Funds by $1,300 and increase the expenditures in Public Safety, Siren, R&M-Other Operating Supplies by $1,300 as submitted. Motion passed on a roll call vote of 6-0.

b. Motion (Standafer/Wekkin) to approve the May 2012 non-recurring claims totaling $23,807.35. Motion passed on a roll call vote of 6-0.

12. a. No Public Works update.

b. Motion (Standafer/Zappa) to approve Mike Fredrickson Painting to paint the Village Hall per the interior specification sheet at a cost not to exceed $8,200. Motion passed on a roll call vote of 6-0.

c. Motion (Zappa/Standafer) to amend the 2012 General Fund Budget by using Unassigned Funds to increase revenues in the Other Financing Sources, Use of Available Funds by $8,200 and increase the expenditures in General Government, Village Hall, Contract-R&M Building by $8,200 as submitted. Motion passed on a roll call vote of 6-0.

13. No Public Safety update.

14. Public Welfare update by Wekkin.

15. Park Board update by O’Brien-Berglund.

16. Motion (Zappa/Klein) to adjourn. Motion carried. Klein declared the meeting adjourned at 8:10 p.m.
