REGULAR MEETING OF THE COMMON COUNCIL

JUNE 25, 2012 - MINUTES

Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m. Mayor Burchill led those present in the pledge of allegiance.

PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Kurt TeWinkel, John Hoggatt and Rich Vanselow.

ABSENT: Alderperson Lori Bernard was excused.

CONSENT AGENDA ITEMS: MOTION by Morrissette, second by Hoggatt to approve the following consent agenda items:

The Regular Meeting minutes of 6/11/12.

Schedule a public hearing at 6:50 p.m. on Monday, July 23, 2012 re: a proposed amendment to Municipal Code, Chapter 255 – Zoning, to allow indoor gun ranges in the B-2 General Business District, the I-1 Light Industrial District, and the I-2 General Industrial District upon approval of a Certificate of Compliance.

Claims for payment of $110,577.74 for payables and $201,742.09 for payroll for a total of $312,319.83.

Issuance of regular Operator Licenses for the period 6/26/12 to 6/30/14 to: Beverly K. Garcia, 1510 Cemetery Rd. #103, River Falls, WI; Ashley J. Kurtz, 1064 Cottonwood Dr., Hudson, WI; Cassandra K. Tock, 621 Mallalieu Dr., Hudson, WI; Madalyn E. Wade, 1015 Pelto Path, Woodbury, MN.

Renewal and issuance of Regular Operator Licenses for the period 7/1/12 to 6/30/14 to: Mykel M. Eickstadt, 408 11th St., Hudson, WI; Raymond J. Frankiewicz, 955 Ridgeway St., Hammond, WI; Jessica L. Nelson, 1450 Cemetery Rd. #103, River Falls, WI; Andrew R. Whitehead, 301 4th St. North, Hudson, WI.

Issuance of Temporary Operator’s Licenses to be used September 22-23, 2012 at the Spirit of the St. Croix Art Festival in Lakefront Park to: Ronald John Rau, 1973 Greenwood Valley Dr., River Falls, WI, and Kimber Lee Heinemann, 558 Perch Lake Rd., Andrea Ann Jorgenson, 775 Starlight Ave., and Mary Margaret Weller, 747 Mallalieu Drive, all in Hudson, WI.

Issuance of a Temporary Class “B” Retailer’s License to the Hudson Area Chamber of Commerce & Tourism Bureau to sell beer Sept- ember 22-23, 2012 in Lakefront Park at the Spirit of the St. Croix Art Festival.

Issuance of a Special Event Permit to the Hudson Area Chamber of Commerce for the Spirit of the St. Croix Art Festival to be held in Lakefront Park September 22-23, 2012, and designation as a Community Event, and approve a reduction in the amount of required insurance coverage to the amounts indicated on their certificate of insurance.

Placement of “Cross traffic does not stop” signage on the stop signs on Thirteenth Street at Laurel Avenue.

Proceed with advertising for proposals for the Activity Island playground equipment for Burton Park, and to obtain costs for possibly adding the options of a climbing wall and swing set.

Place on file the quarterly report of the EMS Chief, monthly report of the Finance Officer, the Public Utility Commission minutes of 6/12/12, and the EMS Commission minutes of 6/20/12. Roll call vote taken, all ayes (5) MOTION CARRIED.

MOTION by Vanselow, second by Yacoub to approve the issuance of a Taxicab Service License to Universal Transportation D/B/A Ninja Cab Company/Airport Services. All ayes (5) MOTION CARRIED.

MOTION by Vanselow, second by Hoggatt to approve Taxicab Driver licenses (for the period 7/1/12 to 6/30/13) to the following:

Dennis L. Bradford, 517 Valley View Trail, Somerset, WI– Ninja Taxi

Timothy S. Witzel, 14480 55th St. N., Stillwater, MN– A Taxi/Hudson Taxi

Otha F. Phillips, 608 Spruce Drive, Hudson, WI – A Taxi/Hudson Taxi

Aaron M. Boyd, 1616 Pinewood Lane #8, Hudson, WI – A Taxi/ Hudson Taxi

Joshua A. Studer, 330 Broadway St. E., Amery, WI – A Taxi/Hudson Taxi

Jennifer M. Campeau, 305 Main Street, Somerset, WI – Ninja Taxi

All ayes (5) MOTION CARRIED.

MOTION by Vanselow, second by Morrissette to deny the Taxicab Driver’s License application from Ryan Denesen as recommended by Police Chief Jensen (due to his driving status in Wisconsin being currently suspended for unpaid fines). Mr. Denesen was not present at the meeting. All ayes (5) MOTION CARRIED.

MOTION by Morrissette, second by Vanselow to accept the bid from Fahrner Asphalt Sealers, LLC in the amount of $97,871.00 for the 2012 Street Maintenance Improvement Project. All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Vanselow to approve the issuance of a reserve Class B liquor and beer license to Russel Evenson d/b/a the Postmark Grille at 225 Locust Street (upon successful completion of the required inspections). All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Hoggatt to approve the Agreement (with San Pedro Café for placement of dumpsters on city property) for one year, with review at the end of each year. All ayes (5) MOTION CARRIED.

MOTION by Hoggatt, second by Yacoub to authorize continued work on the landmark sign project with the Parks Department. Ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by TeWinkel to adjourn the meeting. All ayes (5) MOTION CARRIED at 7:36 p.m.
