CITY OF HUDSON

REGULAR MEETING OF THE COMMON COUNCIL

AUGUST 20, 2012 - MINUTES

Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m. Mayor Burchill led those present in the pledge of allegiance.

PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt and Rich Vanselow.

CONSENT AGENDA ITEMS: MOTION by Morrissette, second by Hoggatt to approve the following consent agenda items:

The Public Hearing and Regular Meeting minutes of 8/06/12.

Claims for payment of $200,904.76 for payables and $155,582.38 for payroll for a total of $356,487.14.

Issuance of a regular Operator License for the period 8/21/12 to 6/30/14 to Tina M. Sitz, 2127 Quarry Ave. S.,St. Croix Beach, MN.

Award the fuel contract to Consolidated Energy for the period 9/1/12 to 8/31/13.

The request of Ken Smith, All American Segway, to provide guided tours for 10 persons per tour on Segways from the Afton/Lakeland area, over the I-94 Bridge, through Lakefront Park and return to Minnesota.

The installation of Pedestrian crossing signs on Vine Street at Fourth Street and update the crosswalk paint on all four sides of the intersection.

Installation of pedestrian crossing signage at the crosswalk on West Canyon Drive near Canyon Boulevard for east and westbound vehicular traffic, and funded by the Public Works Department Sign budget.

Place on file the quarterly reports of the Library Director and Water Utility Director, Annual report of the Assessor, monthly report of the Finance Officer, and Public Utility Commission minutes of 8/14/12. Roll call vote taken, all ayes (6) MOTION CARRIED.

MOTION by Morrissette, second by Yacoub to approve issuance of a Certificate of Compliance to John Monson for Bill’s Gun Shop & Range at 1920 Crest View Drive. MOTION AMENDED to include incorporating the Fire Department’s comments/recommendations in their plans. All ayes (6) MOTION CARRIED.

MOTION by Morrissette, second by Yacoub to approve a 90-day extension for (the liquor license for) Azul Tequila. All ayes (6) MOTION CARRIED.

MOTION by Morrissette, second by Yacoub, to approve the purchase of a new squad vehicle, up to $35,000, and to sell at auction three vehicles (including a 2005 and 2006 Crown Victoria police squad and the 1998 Ford Explorer squad car). All ayes (6) MOTION CARRIED.

MOTION by Vanselow, second by Bernard to approve the Delinquent Tax Policy as submitted. All ayes (6) MOTION CARRIED.

MOTION by Bernard, second by Yacoub to approve issuance of a Temporary Class “B” beer license to the Kiwanis Club of Greater Hudson to sell beer on 9/8/12 from Noon until 6:00 p.m. at the 2nd Annual River City Block Party in the 200 block of Second Street, the RiverCity Center Parking Lot. All ayes (6) MOTION CARRIED.

MOTION by Bernard, second by Yacoub to approve the Park Board recommendation that the Park restrooms be locked at 9:00 p.m. Additional discussion was held. Ayes (5); Noes (1) Morrissette. MOTION CARRIED.

MOTION by Bernard, second by Vanselow that the City not pursue the sale of the land (west of First Street between Orange and St. Croix Streets). All ayes (4) MOTION CARRIED.

MOTION by Bernard, second by Vanselow, that the City request removal of the docks by October 1, 2012 and that they not be installed again next Spring. All ayes (4) MOTION CARRIED. Morrissette and Hoggatt returned to their positions at the Council table.

MOTION by Yacoub, second by Bernard to adjourn the meeting. All ayes (6) MOTION CARRIED at 8:20 p.m.
