St. Croix County authorities say Lucille M. Hansen, 84, of rural Roberts was the individual struck and killed just after 3 p.m. near her home on County Road TT, between 130th and 140th streets.
The vehicle fled the scene but sheriff's deputies spotted the suspect vehicle and arrested the 36-year-old driver in Hudson about 20 minutes later.
Robert C. Boles, last known address of Hammond, is being held at the St. Croix County jail.
Police followed his car into Hudson on County Road A and Baer Road before stopping him in front of 1201 St. Croix St.
Boles, driving a 1997 Ford Taurus with Minnesota license plates, was arrested and subsequently taken to Hudson Medical Center, presumably to gather a blood sample.
Police radio transmissions indicated someone witnessed the accident or came upon the scene just seconds later as a St. Croix County dispatcher was able to provide officers with a very specific description of the alleged striking vehicle -- including the fact its windshield was broken.
The witness reported the victim appeared lifeless. A First Responder from the Roberts-Warren Fire & Rescue confirmed a short time later that the victim was deceased.
Firefighters from Roberts-Warren and United Fire Hammond station blocked access to the scene while deputies continued their investigation and State Troopers began a reconstruction of the accident.
The accident occurred in front 1378 CTH TT.
Property records indicate the farmstead was owned by Hansen and co-owned by Marvin & Jill Burton.
Robert C. Boles, the man alleged to have struck and killed her, was scheduled to appear at a small claims hearing at the St. Croix County Government Center on Tuesday, Sept. 25th. The event is labeled as an eviction hearing. Boles' address in late July was 1460 Norton St., #4, in Hammond.
That address is five miles straight east of the accident scene, just two blocks north of CTH TT, which joins Hwy. 12 in Hammond.
Wisconsin court records show Boles was the defendant in two small claims court cases in the past decade and indicate he's lived at Presott, Somerset, New Richmond, Stillwater and South St. Paul as well as the current Hammond apartment.
Minnesota criminal court records show he served 60 days in the Ramsey County Workhouse and a year's probation following a 2006 conviction for drunken driving. In 2009, he was found guilty of possession of drug paraphernalia and driving after cancellation.
