CITY OF HUDSON

REGULAR MEETING OF THE COMMON COUNCIL

SEPTEMBER 4, 2012 - MINUTES

Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:02 p.m. Mayor Burchill led those present in the pledge of allegiance.

PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Lori Bernard, Kurt TeWinkel, John Hoggatt.

EXCUSED: Rich Vanselow.

CONSENT AGENDA ITEMS: MOTION by Morrissette, second by Hoggatt to approve the following consent agenda items:

The Public Hearing and Regular Meeting minutes of 8/20/12.

Claims for payment of $171,732.94 for payables and $223,862.32 for payroll, for a total of $395,595.26.

Issuance of a regular Operator Licenses for the period 9/05/12 to 6/30/14 (contingent on payment of outstanding debt) to Eric L. McGregor, 607 8th Street North, Hudson, WI.

Issuance of Temporary Operator Licenses to the following to be used September 21-23, 2012 at St. Patrick’s Fall Festival: Dean P. Johnson, 2895 Audubon Court, Sheila M. Pelzel, 890 Wert Rd., Roger J. Pelzel, 890 Wert Rd., and Camilla J. Westerdahl, 1474 O’Keefe Rd., all in Hudson, WI.

Issuance of a Temporary Class “B”/”Class B” Retailer’s License to St. Patrick’s Parish to sell beer and wine at the annual St. Patrick Fall Festival on September 21, 22 and 23, 2012 at 1500 Vine Street.

Appointment of Darlene Krear, 621 Hickory Road, as an undesignated election Inspector for the term 9/5/12 through 12/31/13, with the consideration that, after training, she may serve as a Special Registration Deputy or Special Voting Deputy for election related duties at the Christian Community Home.

The schedule of 2013 Common Council meeting dates, as presented.

Place on file the quarterly report of the Parks and Public Works Director, and the 8/29/12 minutes of the Community Access Board and the 8/21/12 minutes of the St. Croix E.M.S. Commission. Roll call vote taken, all ayes (6) MOTION CARRIED.

MOTION by Morrissette, second by Yacoub to approve the Conditional Use Permit for Hudson Hospital, Inc. and Health Partners to waive the required side and rear yard building setbacks, pursuant to zoning code Ch. 255-22 B for a proposed medical office building at 405 Stageline Road. All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Bernard to approve a certified survey map as proposed by Hudson Hospital, Inc. (for 405 Stageline Road, South of Stageline Road and East of Center Drive). All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Hoggatt to approve the final plat for Red Cedar Canyon Pleasant View, as proposed by Hans Hagen Homes, with the condition that the plat shall not be executed and recorded until a Development Agreement between the City of Hudson and Hans Hagen Homes has been executed. All ayes (5) MOTION CARRIED.

MOTION by Bernard, second by Yacoub to approve the purchase of a 2013 Ford Explorer from Hudson Ford for $23,298. Mayor Burchill noted the amount was lower than the previous vehicle purchased recently. All ayes (5) MOTION CARRIED.

MOTION by Bernard, second by Yacoub to approve the extension (until July 31, 2013, for the removal of the houses and private septic systems and wells regarding four one-family homes east of Ban Tara Lane). All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Bernard to support the Finance Committee’s recommendation (to allow the County library tax to remain, and to do nothing).

All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Hoggatt to approve the purchase (of an ambulance for approximately $150,000 and to pursue financing for the purchase through the City of Hudson.) All ayes (5) MOTION CARRIED.

MOTION by Bernard, second by TeWinkel to approve proceeding with the hiring process to fill the part-time Deputy Court Clerk position. Ayes (5), MOTION CARRIED.

MOTION by Yacoub, second by Bernard to approve the St. Patrick’s 5K Walk/Run (on Saturday, September 22, 2012 beginning at 9:00 a.m.) contingent on working with the Police Chief to create a revised route. All ayes (5) MOTION CARRIED.

MOTION by Morrissette, second by Yacoub, to convene into Closed Session pursuant to §19.85(1)(e), Wis. Stats. to deliberate or negotiate regarding the possible sale of City property at 700 First Street. Roll call vote, Ayes (5) MOTION CARRIED.

MOTION by Bernard, second by TeWinkel, to reconvene into Open Session. Ayes (5), MOTION CARRIED at 8:28 p.m.

MOTION by Yacoub, second by TeWinkel to have a (real estate) broker to provide a value for the building (700 1st Street). All ayes (5) MOTION CARRIED.

MOTION by Yacoub, second by Hoggatt to adjourn the meeting. All ayes (5) MOTION CARRIED at 8:30 p.m.
