REGULAR MEETING OF THE COMMON COUNCIL

DECEMBER 3, 2012 - MINUTES

Meeting called to order by Mayor Alan Burchill in the Council Chambers of City Hall at 7:00 p.m.; he led those present in the pledge of allegiance.

PRESENT: Mayor Burchill and Alderpersons Randy Morrissette, Mary Yacoub, Kurt TeWinkel, and John Hoggatt.

ABSENT: Alderpersons Lori Bernard and Rich Vanselow were excused.

CONSENT AGENDA ITEMS: MOTION by Morrissette, second by Yacoub to approve the following consent agenda items:

The Public Hearing and Regular Meeting minutes of 11/19/12, and the Public Hearing minutes of 11/12/12.

Issuance of regular Operator Licenses for the period for the period 12/04/12 to 6/30/14 to: Michael S. Hibbard, 4884 Birch Lake Circle, White Bear Lake, MN; Corrina F. Bouthilet, 715 Elm St., Hudson; Penelope J. Christianson, 45 Meadowlark, Hudson; and Timothy B. Hoovestol, 315 Oakridge Dr., Hudson.

Issuance of a Temporary Operator’s License to be used December 23, 2012 at the HHA Alumni Hockey game to: Francis J. McLellan III,942 Pup Circle, Hudson, WI.

Authorize the Mayor, City Administrator and Finance Officer to approve any vouchers and year-end payments for 2012 budget items that cannot be delayed until 1/14/13.

Approve the 2013 budget for the Sanitary Sewer Utility, as presented.

Renewal of the contract with the Animal Humane Society for impound housing services for 2013, as presented.

Place on file the semi-annual report of the IT Coordinator and the quarterly report of the Parks and Public Works Director.

All ayes (4), MOTION CARRIED.

MOTION by Hoggatt, second by TeWinkel to approve payment of the following claims: $194,461.81 for payables and $230,647.19 for payroll for a total of $425,109.00. All ayes (4), MOTION CARRIED.

MOTION by Yacoub, second by Hoggatt to approve the Taxicab License for Rite Ride/Ryan Humphrey contingent on receipt of a Certificate of Insurance from a company licensed to do business in Wisconsin, and to approve the issuance of a Taxicab Driver’s license to Ryan Humphrey. All ayes (4) MOTION CARRIED.

MOTION by Morrissette, second by Hoggatt to approve the staff recommendation of accepting credit cards for utility payments with the $1,600 programming fee and $89.00 annual fee to be paid by the Water, Sanitary Sewer, and Storm Sewer utilities. All ayes (4) MOTION CARRIED.

MOTION by Yacoub, second by TeWinkel to approve a 30-day extension for issuance of the liquor license for Russ Evenson. All ayes (4) MOTION CARRIED.

MOTION by Yacoub, second by Hoggatt, to approve the issuance of five Temporary Class “B” Retailer’s License to Crusader Hockey, Inc. to sell beer in the Gornick Arena at 1820 Hanley Road from 6:00 p.m. to 10:30 p.m. on December 21 and December 22, 2012, and January 5, February 1 and February 2 in 2013. Ayes (4), MOTION CARRIED.

MOTION by Yacoub, second by TeWinkel, to approve the issuance of a Temporary Class “B” Retailer’s License to the Hudson Hockey Association to sell beer in the Gornick Arena at 1820 Hanley Road from 5:00 p.m. to 11:00 p.m. on December 23, 2012, as presented. Ayes (3), MOTION CARRIED.

MOTION by Morrissette, second by Yacoub to approve the purchase of two 2013 Ford Sedan Police Interceptor 4-door AWD sedans from Hudson Ford in the amount of $21,000 each. All ayes (4) MOTION CARRIED.

MOTION by Hoggatt, second by Yacoub to approve the Tree Risk Management Policy as presented (attached). All ayes (4) MOTION CARRIED.

MOTION by Yacoub, second by Morrissette to table (Ordinance 14-12) indefinitely. MOTION by Yacoub to call the question; vote taken, Ayes (2) - Yacoub and Morrissette; Noes (2) Hoggatt and TeWinkel. Mayor Burchill voted yes to break the tie. MOTION CARRIED.

MOTION by Morrissette, second by Yacoub to adjourn the meeting. All ayes (4) MOTION CARRIED at 7:37 p.m.
