But the cable network said the shoulder is not at 100 percent, and therefore, he could not make a commitment to join the Minnesota Vikings.
The former Green Bay quarterback retired from the New York Jets in February after a torn biceps tendon caused problems near the end of last season.
Favre, 39, and the Vikes have talked about his joining that team.
And ESPN said Favre agreed to have the surgery when weight-lifting failed to naturally remove the tendon from the muscle.
Bus Cook, the agent for the three-time MVP, would not confirm or deny the surgery.
The Vikings are expected to wrap up their organized team activities this week and next for the team would be training camp in late July.
The Vikes have not commented on the latest development.
