Joshua Popp has pleaded guilty to second-degree reckless endangering safety.
He could get up to 10 years in prison, though prosecutors are expected to recommend jail time, probation and community service.
Popp told the court he gave his brother, Kurtis, a flare he got while serving in the Marines.
Kurtis Popp is expected to enter a plea Sept. 1.
He launched the flare that landed on the plant's roof, causing $50 million worth of damage and putting hundreds of people out of work.
