So when a problem like Eleventh arises how does city government handle the costs? Tack it on to the project costs ( taxpayers) or the company who errored?

Easy fix for 11th st. Place shims under the manhole covers bringing them up to the road surface level.

I wonder if these projected costs include putting the manholes flush with the road surface. Obviously they weren't that important on Eleventh Street.
