Man released after 29 years in jail; DNA can't link him to crime
Prosecutors say they won't pursue their case against Ralph Armstrong.
After 29 years behind bars, Armstrong had murder charges dismissed by a judge. He will be released from prison for the first time since 1981.
Armstrong was convicted of raping and murdering fellow college student Charise Kamps.
The state Supreme Court threw out that conviction when DNA evidence failed to link Armstrong to the crime.
The Dane County prosecutor decided not to refile charges because the passage of time would have made a conviction unlikely.
A judge had ruled last July that prosecutors withheld information Armstrong's trial attorney should have been given.
