Workforce Resource, Inc. is soliciting applications for providers of service for economically disadvantaged youth in compliance with the federal Workforce Investment Act on behalf of the West Central Wisconsin Workforce Development Board in Barron, Chippewa, Clark, Dunn, Eau Claire, Pepin, Pierce, Polk and St. Croix counties. Youth services are provided on an individualized, case-managed basis in which Workforce Resource staff assess youth needs, develop service strategies and secure or provide the necessary services outlined in the service strategy. In addition to the services identified above and Summer Employment programming, which are directly provided by Workforce Resource staff, the following services must be available to youth who are eligible, enrolled in Workforce Investment Act programs and assessed as in need of:

• Paid and Unpaid Work Experience

• Occupational Skill Training

• Tutoring, Study Skills Training and Instruction Leading to completion of secondary school including dropout prevention strategies

• Alternative Secondary School Services

• Supportive Services

• Adult Mentoring

• Follow-up Services

• Comprehensive Guidance and Counseling

• Leadership Development Activities

The Workforce Investment Act requires that there be a competitive procurement process for these program elements. Services may be provided by qualified individuals, organizations or businesses. Services may be provided as paid or on a volunteer or contributed basis. Workforce Resource will utilize responses to this solicitation to establish a list of potential service providers for each of these services across the entire West Central Workforce Development Area. The use of specific services or vendors is based on cost, qualifications and alignment with the assessed needs of identified, youth eligible for WIA services, therefore no explicit or implied guarantee exists that any specific service or service provider will be utilized. Respondents to this solicitation may be contacted for further information and may be asked to participate in further competitive processes in order to determine appropriateness of inclusion in a vendor listing and subsequent utilization as a service provider.
