Regular Board of Trustees Meeting Minutes
Tuesday, November 7, 2017 at 7:00 P.M.
Village Hall, 400 7th Street North
Hudson, WI 54016
1. President Stan Wekkin called the meeting to order at 7:00 p.m. Invocation read by Wekkin. Answering the call were Trustees Head, Leaf, Nelson, Pike, Zais, and Zappa. A quorum was present and the meeting had been duly noticed. Also in attendance were the Police Chief, Mark Richert; Village Engineer, Kevin Oium; Village Attorney, Terry Dunst; Village Administrator/Clerk, Melissa Luedke; and Deputy Clerk/Treasurer, Jessica Lehman.
2. Motion (Zappa/Leaf) to approve the Regular Board minutes of October 3, 2017. Motion carried.
3. Comments from Tom Coulter.
4. Motion (Head/Leaf) to approve the 2018 Mobile Home Trailer Park Permit for Pamela Zappa. Motion carried.
5. Motion (Zappa/Leaf) to approve the premise description of the Class "B"/"Class B" Retail License for the sale of Fermented Malt Beverages and Intoxicating Liquors for Starr's Bar and Grill be amended as requested. Motion carried.
6. Motion (Zappa/Leaf) to approve Resolution 2017-07, Requesting the County Restore Full Funding for Hudson Area Joint Library. Motion carried 6-1 with Pike voting no.
7. Remarks from Wekkin. No remarks from Luedke.
8. Plan Commission did not meet.
9. a) Motion (Zappa/Leaf) to approve the November 2017 non-recurring claims of $277,133.77. Motion passed on a roll call vote of 7-0. Leaf-yes, Zais-yes, Zappa-yes, Wekkin-yes, Pike-yes, Head-yes, Nelson-yes.
b) Motion (Zappa/Pike) to approve publication of the 2018 Annual Budget. Motion passed on a roll call vote of 7-0. Nelson-yes, Head-yes, Pike-yes, Wekkin-Yes, Zappa-yes, Zais-yes, Leaf-yes.
c) Motion (Zappa/Leaf) to approve the 2018 WPPA Union Contract. Motion carried.
10. a) Public Works update by Pike.
b) Motion (Pike/Zais) to approve the purchase a 6' pickup box broom from Tri-State Bobcat with price not to exceed $3,100.00. Motion passed on a roll call vote of 7-0. Leaf-yes, Zais-yes, Zappa-yes, Wekkin-Yes, Pike-yes, Head-yes, Nelson-yes.
c) Motion (Pike/Zais) to purchase a new Wacker Neuson WP1550A plate compactor from Tri-State Bobcat with price not to exceed $1,900.00. Motion passed on a roll call vote of 7-0. Nelson-yes, Head-yes, Pike-yes, Wekkin-Yes, Zappa-yes, Zais-yes, Leaf-yes.
d) Motion (Pike/Zais) to approve the purchase a Stihl cutoff saw with cutting blade from Tri-State Bobcat with price not to exceed $1,150.00 passed on a roll call vote of 7-0. Leaf-yes, Zais-yes, Zappa-yes, Wekkin-Yes, Pike-yes, Head-yes, Nelson-yes.
11. Public Safety update by Zappa.
12. a) Public Welfare update by Nelson.
b) Motion (Nelson/Leaf) to approve the five (5) year proposal from Advanced Disposal Services for residential solid waste and recycling collection.
c) Motion passed on a roll call vote of 7-0. Nelson-yes, Head-yes, Pike-yes, Wekkin-Yes, Zappa-yes, Zais-yes, Leaf-yes.
13. Park Board update by Nelson.
14. The board did not convene into closed session.
15. Wekkin declared the meeting adjourned at 7:30 p.m.
