The block of Vine Street between First and Second streets was a hub of activity Monday morning as the reconstruction of eight blocks of Vine Street began. The work is going to be completed in segments, with first consisting of putting new storm sewer under the bathhouse parking lot and resurfacing Vine Street from First to Second streets.
