CITY OF HUDSON MINUTES Regular Council Meeting 7:00 PM - Tuesday, September 7, 2021 Fire Hall - 2121 Ward Avenue The City of Hudson Council met in Regular Council on Tuesday, September 7, 2021, at 7:00 PM in the Fire Hall - 2121 Ward Avenue. The Common Council meeting was called to order by Mayor Rich O'Connor at 7:00pm and led those in the Pledge of Allegiance. Council Present:Mayor Rich O'Connor, Alderperson -Dist 1 Randy Morrissette II, Alderperson - Dist 2 Bill Alms, Alderperson - Dist 3 Paul Deziel, Alderperson - Dist 4 Jim Webber, Alderperson - Dist 5 Sarah Bruch, and Alderperson - Dist 6 Joyce Hall Council Absent: Staff Present:City Attorney - Nick Vivian, City Administrator - Aaron Reeves, Finance Director - Alison Egger, Clerk - Becky Eggen, Techonolgy Director - Bryan Watson, City Engineer - Dean Chamberlain, Utility Director - Kip Peters, and Public Works Director - Mike Mroz Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms to close the public hearing. Carried unanimously. Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms to approve the Conditional Use Permit for an accessory building in the front yard setback and to be up to 1,300 square feet in size at 1864 River Ridge Road in the Lower St. Croix Riverway River Town Zone with the following condition(s); 1.Property owner to obtain Building Permit as needed prior to construction activities. 2.Any omissions of any conditions not listed shall not release the property owner/developer from abiding by City Ordinances. 3.All conditions run with the land and are binding upon the property owner and all heirs, successors, and assigns. The sale or transfer of all or any portion of the property does not relieve the original property owner form meeting any conditions. 4.The structure shall not be located closer than 20 feet to the public right-of-way as per City of Hudson Municipal Code §255-28(J). 5.There shall be no accessory dwelling units in the structure. If an accessory dwelling unit is desired in the future, a Conditional Use Permit application will be required as per Municipal Code §255-28(Q) at that time. 6.That the exterior material of the accessory building match or complement the existing house material. Carried unanimously. Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 6: Joyce Hall to approve the consent agenda. Roll call vote. Carried unanimously. Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms to post masks are recommended signs at City facilities. Failed 2-4 (opposed: Alderperson - Dist 3: Paul Deziel, Alderperson - Dist 4: Jim Webber, Alderperson - Dist 5: Sarah Bruch, and Alderperson - Dist 6: Joyce Hall). Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 5: Sarah Bruch to require wearing a mask at all City Facilities as long as St. Croix County Health warrants it. Carried 4-2 (opposed: Alderperson -Dist 1: Randy Morrissette II and Alderperson - Dist 2: Bill Alms). Motion by Alderperson - Dist 6: Joyce Hall, second by Alderperson - Dist 5: Sarah Bruch to direct staff to invite Public Utility Commission, City Council Members and River Channel to the quarterly North Hudson Water Service Agreement meetings. Carried unanimously. Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 4: Jim Webber to change the mayor's term of office from two years to three years starting with the 2022 Election. Carried 4-2 (opposed: Alderperson - Dist 5: Sarah Bruch and Alderperson - Dist 6: Joyce Hall). Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms to suspend the rules. Roll call vote. Carried unanimously. Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms A motion to adopt the resolution 16-21 authorizing the application for exemption from the County Library Tax as presented. Carried unanimously. Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 6: Joyce Hall to adopt the infrastructure CIP as presented. Carried unanimously. Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 5: Sarah Bruch to moving the Council Meeting Start time to 6:00pm. Discussion was had. Deziel withdrew his motion to allow staff to draft an ordinance and allow council members time to talk to constituents about the start time. Bring to the next Council meeting in September. No action taken. Carried unanimously. Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms to approve the development agreement between the City of Hudson and Hudson Ventures LLC Carried unanimously. Motion by Alderperson - Dist 6: Joyce Hall, second by Alderperson - Dist 3: Paul Deziel to approve the development agreement between the City of Hudson, Hudson Physicians Property Company LLC, and Hudson Physicians, S.C. Carried unanimously. Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 3: Paul Deziel to adjourn at 7:59pm. Carried unanimously.
