CITY OF HUDSON MINUTES Regular Council Meeting 7:00 PM - Monday, September 20, 2021 Fire Hall - 2121 Ward Avenue The Common Council meeting was called to order by Mayor Rich O'Connor at 7:00pm and led those in the Pledge of Allegiance. Council Present:Mayor Rich O'Connor, Alderperson -Dist 1 Randy Morrissette II, Alderperson - Dist 2 Bill Alms, Alderperson - Dist 3 Paul Deziel, Alderperson - Dist 4 Jim Webber, Alderperson - Dist 5 Sarah Bruch, and Alderperson - Dist 6 Joyce Hall Staff Present:City Attorney - Nick Vivian, City Administrator - Aaron Reeves, Finance Director - Alison Egger, Clerk - Becky Eggen, Technology Director - Bryan Watson, City Engineer - Dean Chamberlain, Police Chief - Geoff Willems, Assistant City Administrator/Community Development Director - Michael Johnson, Public Works Director - Mike Mroz, and Fire Chief - Scott St. Martin •Kristen Emerson - Commented on the trust in Public Officials •Shelley Tougas - Thanked Administrator Reeves, IT Director - Bryan Watson, Public Works Director - Mike Mroz, Hudson Police Department and the Public Works Department and Market Johnson with the response to the library damage over the weekend. •Kerri Reis - Stated she is a proud resident of what was on display on Friday after the storm came through. Appreciates all the help from outside the community and within. Roll call vote. Carried unanimously. Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 2: Bill Alms to suspend the rules. Roll call vote. Carried unanimously. Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 2: Bill Alms A motion to approve Charter Ordinance 21-01- Changing the Term of the Mayor from Two Years to Three Years. Carried 4-2 (opposed: Alderperson - Dist 5: Sarah Bruch and Alderperson - Dist 6: Joyce Hall). Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 2: Bill Alms to suspend the rules. Roll call vote Carried unanimously. Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 2: Bill Alms A motion to approve Ordinance 17-21 Amending the City Code Related to the Mayor's Term of Office. Carried 4-2 (opposed: Alderperson - Dist 5: Sarah Bruch and Alderperson - Dist 6: Joyce Hall). Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 5: Sarah Bruch to suspend the rules. Roll call vote. Carried 4-2 (opposed: Alderperson -Dist 1: Randy Morrissette II and Alderperson - Dist 2: Bill Alms). Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 5: Sarah Bruch to approve Ordinance No. 18-21 - Changing how Council meeting start time is set. Failed 3-3 (opposed: Alderperson -Dist 1: Randy Morrissette II, Alderperson - Dist 2: Bill Alms, and Alderperson - Dist 4: Jim Webber). Motion by Alderperson - Dist 6: Joyce Hall, second by Alderperson - Dist 5: Sarah Bruch to approve the replacement of the catwalks that were existing prior to the beginning of the project if the property owner wishes to have it replaced. Carried unanimously. Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms to approve the mayor's appointments to the Diversity Committee. Carried 4-2 (opposed: Alderperson - Dist 3: Paul Deziel and Alderperson - Dist 6: Joyce Hall). Motion by Alderperson - Dist 5: Sarah Bruch, second by Alderperson - Dist 6: Joyce Hall to overturn Mayor O'Connor's veto. Failed 3-3 (opposed: Alderperson -Dist 1: Randy Morrissette II, Alderperson - Dist 2: Bill Alms, and Alderperson - Dist 4: Jim Webber). Motion by Alderperson -Dist 1: Randy Morrissette II, second by Alderperson - Dist 2: Bill Alms to accept the Declaration of Emergency related to the September 17, 2021, Storms. Carried unanimously. Motion by Alderperson - Dist 2: Bill Alms, second by Alderperson - Dist 6: Joyce Hall to go into closed session at 8:40pm. Roll Call vote Carried 4-2 (opposed: Alderperson - Dist 3: Paul Deziel and Alderperson - Dist 5: Sarah Bruch). Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 5: Sarah Bruch to reconvene into open session at 8:55pm Carried unanimously. Motion by Alderperson - Dist 6: Joyce Hall, second by Alderperson - Dist 5: Sarah Bruch to ratify the Police Contract of the tentative agreements with both Police Associations for successor Collective Bargaining Agreements. Carried unanimously. A.City Attorney and/or City Staff •Council Member Morrissette thanked the Fire and Police Department and City Staff out helping neighbors with storm cleanup. •Council Member Webber announced his resignation from the Council as of November 30, 2021. He requested his seat be filled as quickly as possible. •Council Member Bruch asked for consideration of the CARE funding to support the communities' small businesses and families in the community that have struggled since March 2020 with Covid-19, road construction and storm damage. Would like some funding set aside to support this. •Council Member Alms congratulated Fire Chief - Scott St. Martin on a spectacular open house held at the Fire Hall on September 11, 2021 •Council Member Deziel thanked all that helped with storm cleanup. On the next agenda he would like to revisit the mask mandate within publicly owned city buildings and city messaging encouraging vaccinations •Council Member Hall stated the League of Wisconsin Municipalities is very interested in the City's Diversity Committee. Hall attended their real 101 training and joined them in a workgroup. Motion by Alderperson - Dist 3: Paul Deziel, second by Alderperson - Dist 5: Sarah Bruch to adjourn at 9:04pm.
